Overview & Responsibilities
The Internal Audit and Compliance Officer is an in-house resource who conducts internal audits in a timely and professional manner to ensure that IDLO’s operations, including in fragile and conflict-affected countries, are carried out in compliance with organizational rules and standards. The incumbent also recommends improvements that strengthen controls and improve organizational performance.
The Internal Audit and Compliance Officer reports directly to the Director-General and consults with the Internal Audit and Compliance Committee and with Senior Leadership Team members.
Within delegated authority, the incumbent is responsible for the following:
- Develop an annual Internal Audit Plan for review by the Internal Audit and Compliance Committee (IAC) based on identified risks and organizational needs for approval by the Director-General.
- Carry out internal audits in Country Offices, Headquarters and other IDLO Offices; report the findings together with recommendations in accordance with internal policies, guidelines and procedures.
- Prepare clear and concise audit reports, results, and recommendations to the Director-General and the Internal Audit and Compliance Committee.
- Attend meetings of the Audit and Finance Committee (AFC), to present the annual Internal Audit Plan, audit results and recommendations.
- Undertake special investigations or management reviews at the request of the Director-General.
- Evaluate the effectiveness of IDLO’s risk management systems and procedures, as necessary.
- Support and contribute specialist expertise to programme and operational reviews, special audits, and investigations conducted by other internal entities or external bodies.
- Promote cooperation with all stakeholders and provide advice and support to ensure that recurring or systemic weaknesses identified from audits and investigations are addressed effectively.
- Undertake other relevant projects and duties as may be assigned by the Director-General
Job Requirements
Education and Experience
- University degree in Accountancy, Finance or related filed, with advanced professional qualifications (for example IIA) required.
- A minimum of 10 years of progressively responsible professional experience and demonstrated technical competence in public sector audit and compliance is required.
- Work experience in international organizations and in developing countries is highly desirable.
- Experience in managing investigations is desirable.
Languages
- Excellent written and oral communication skills in English.
- Knowledge of French, Spanish or Arabic is an advantage.
Knowledge, Skills, and Abilities
- Excellent auditing skills, sound knowledge of various auditing and accounting standards including International Public Sector Accounting Standards (IPSAS).
- Demonstrated experience working in international organisations.
- Strong understanding of financial and operational risk management systems.
- Experience of fraud prevention and investigation.
- Experience in improving compliance with internal policies and international standards and regulations.
- Experience of working in challenging environments and ability to spend substantial time on audit assignments in IDLO’s Country Offices.
- Strong ability to identify key audit issues, to present sensitive and complex audit findings and to make pertinent recommendations to the management.
- Ability to perform audit and investigation assignments independently; tactful and balanced approach in dealing with audit and investigation matters.
- Ability to work under pressure, dealing with multiple priorities and within short deadlines.
- Excellent interpersonal and communication skills; articulate and able to relate to people from different cultures and at all levels.
- Keen sense of ethics, integrity, and commitment to IDLO's mandate.
Terms & Conditions
For this internationally professional recruited position, IDLO shall offer the selected candidate a Fixed Term Contract of 24 months, with possibility of extension subject to performance and availability of funding. IDLO shall also offer a yearly basic salary of EUR 93,353 and a benefits package including provident fund contribution, medical insurance, leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.
Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
