Under the P3 HR Specialist (People Management Systems) guidance, the HR Officer (People Management Systems) is responsible for activities associated with the current People Management Systems. The incumbent will provide technical guidance to users and support in managing projects on system enhancements and performance management-related initiatives. He/she will coordinate the testing of any ongoing system improvements and proposed business enhancements, including delivery of training sessions. He/she will design and maintain a comprehensive learning portfolio as well as relevant talent management reports.

Under the overall guidance of the P3 HR Specialist (People Management Systems), the HR Officer (People Management Systems) is responsible for activities associated with the current People Management Systems. The incumbent will provide technical guidance to users and support in managing projects on system enhancements and performance management-related initiatives. He/she will coordinate the testing of any ongoing system improvements and proposed business enhancements, including delivery of training sessions. He/she will design and maintain a comprehensive learning portfolio as well as  relevant talent management reports.

How can you make a difference?

Contributing to the digital transformation of UNICEF people management systems, the incumbent of this post will guide UNICEF staff in talent management processes and systems with the aim to enhance UNICEF people experience all along their career. The goal will be to ensure the best employee experience to all staff in line with UNICEF's revised approach and practices to integrated talent management.

Summary of key functions/accountabilities:

  1. Carry out the assigned activities associated with the current people management systems, including management, maintenance and ongoing configuration.
  2. Provide technical guidance to system users and support project management of talent management initiatives, manage the user support help desk and team.
  3. Develop best practices in line with UNICEF's integrated talent management strategy, talent management policies and guidelines to enhance the people experience with the people management systems.
  4. Coordinate/support the testing of any ongoing system improvements or changes and proposed business enhancements; serve as a liaison between UNICEF HR, UNICEF ICTD and the external system provider; troubleshoot ongoing technical issues with both UNICEF Division of Information and Communication Technology (ICTD) and the external system provider.
  5. Design and development of comprehensive learning portfolio related to the people management systems and approaches for all staff, including end-user materials, global and customized webinars, capacity building sessions for HR colleagues, and maintenance of the existing portfolio.
  6. Contribute to the work of the People Analytics Team with key reporting recruitment metrics and analysis; continuously update the Talent Management Portal.
  7. Provide administration support to other Human Capital Intelligence and Technology functions as needed.
  8. Any other duties as assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • A first-level university degree (Bachelor's) in Business Management, human resources, business administration, international development, or related fields; is required. Master’s Degree in HR Management is desirable;
  • A minimum of two (2) years of relevant experience in human resources, including generic experience in talent management related functions is required;
  • Relevant experience in Human Resources System Management with a broad view of information system environment in an international setting or large corporation is required;
  • Relevant experience in the development and delivery of learning, capacity building and transfer of knowledge strategies, plans and training programmes (including training materials) is desirable;
  • Relevant system administrator experience in navigation and working with user records and reports and knowledge on industry best practices to design and/or implement system improvements is desirable;
  • Relevant experience in data analytics and reporting is required.
  • Prior experience working in the UN System or other international development organization is desirable;;
  • Fluency in English (written & verbal) is required. Knowledge of another official UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
