Standard Job Description

Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. - Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices. - Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Field(s) of Education Economics Business Administration Social Sciences or other relevant field. Essential Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities. Desired Candidate Profile

The incumbent should demonstrate: (a) experience in designing, implementing, monitoring, assessing and adjusting humanitarian response programmes and budgets, including Cash Based Interventions and resilience programmes through the humanitarian/development nexus, preferably in deep field locations; (b) strong partnership agreement drafting and budgeting skills; (c) strong communication and negotiation skills, especially with partners (national and international), government counterparts and donors; (d) experience in managing a small but diverse team of both national and international staff; and (e) the ability to work under pressure, with tight deadlines, and to adapt in innovative/creative ways to new or unplanned challenges, opportunities and/or emergencies.

Nature of Position:

The area of operation covered North, Ouest and South Kordofan States. South Kordofan has been extremely affected by the impact of the conflict between Government of Sudan and SPLM-N, causing massive displacement of people. The State is hosting thousands of refugees from South Sudan (SSRs) mainly originated from Unity, Western Bahr El Ghazal, Northern Bahr El Ghazal and Upper Nile States. Humanitarian actors (including UNHCR) continue to provide support and humanitarian assistance to the people in need but access to some areas under the control of the SPLM-N remains restricted. UNHCR maintains an out-of-camp approach for over 107,000 South Sudanese refugees settled in more than 100 villages within the host communities. About 200,000 IDPs are reported in South Kordofan State and with some areas witnessing IDP returns. There has been recent movement of refugee returnees from South Sudan to Sudan and movement of IDPs from rebel-controlled areas in South Kordofan State. With the ongoing peace process, it is expected that more IDPs will return to their area of origin where security and safety can permit. The position requires solid understanding of field work and easy management of patterns and implementations of project in out-of-camp context. The incumbent will assist in planning, implementing, monitoring and reporting protection and assistance programming for refugees, IDPs, returnees and hosting communities. He/she will undertake field visits to monitor the implementation of activities and introduce corrective measures if needed and will coordinate partnership with a multitude of actors. Experience in mixed refugee/IDP response situations will be an asset in addition to a strong capacity to coordinate activities with various stakeholders In 2018, the Office was upgraded to Sub-Office (SO) with a wider responsibility to oversee the management of the operation in South and West Kordofan following the influx of South Sudanese refugees in Sudan. The Field Office in El Fula is responsible for the management of the refugee response in West Kordofan. Since 1st November 2018, the Sub Office extended its presence by opening a new Field Office in Abu Jubaiha in the eastern corridor where more than 90% of people of concern in South Kordofan are concentrated. In 2019, UNHCR has expand its presence in North Kordofan State with a new Field Unit based in El Obeid in North Kordofan.

Living and Working Conditions:

Sub Office Kadugli and field offices are classified as category 'E' non-family duty stations with no international educational system, poor health and lack of leisure facilities in all location. Weather is hot during most periods of the year, with occasional spells of haboob. The environment is relatively isolated with very little social activities. Security situation in Kordofan is unpredictable with the occurrence of armed and tribal conflicts that often result in displacement of people within Kordofan. Tribal conflicts in West Kordofan are common and often result in civilian casualties, this requires strong security awareness when in the field. Travelling from Kadugli to UNHCR Offices in Abu Jubaiha, El Fula and El Obeid are facilitated by UNHAS flights while travelling to refugee settlements is often exhaustive due to the poor conditions of the road. Access to the refugee settlements during the rainy season (June to September) is extremely challenging and missions are often not encouraged during this period. To improve staff accommodation in the deep field, prefabs have been established in El Meriam, Keilak and El Leri which can be used by staff on mission to these areas. Health facilities are available and some clinics and laboratories that provide basic medical services. There is level I clinic in UNISFA where staff can also consult but complicated medical case are referred to Khartoum (local and international). Commercial banks (Blue Nile, Bank of Khartoum) branches are available in Kadugli. International credit and debit cards are not accepted by banks, hotels and shops. It is important that staff carry reasonable amount of cash to cover their needs or make other arrangements to receive money. All international staff are encouraged to open US Dollar bank accounts with Blue Nile Mashreg Bank which has a branch Office in Kadugli. UN personnel use either UNHAS flights or UNISFA flights which operate 3 times a week and International staff assigned to Kadugli are based in UNISFA compound where they can and have access to basic facilities: gymnasium, water and electricity managed by UNISFA.
