Standard Job Description

Senior Programme Coordinator Organizational Setting and Work Relationships The Senior Programme Coordinator may work in a country operation, HQ or a Regional Bureau and typically heads a team coordinating programme planning and management. The incumbent has direct supervisory responsibility for a team of programme staff in HQ, the Bureau/Operation and may supervise other staff. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices within the country operations in the region and provide advice, support and guidance towards substantive matters in Programme planning, needs assessment, implementation, monitoring, and reporting. S/he will link and liaise with UNHCR¿s Evaluation Service as needed. The incumbent provides advice and guidance to senior management on all programme planning and management matters and accountabilities including related resource allocation processes. The Senior Programme Coordinator is responsible for coordinating and guiding the programmatic part of the planning process including the assessment and analysis of programmes, reports, ensuring compliance with applicable rules in the design and implementation of country and Bureau programmes. S/he will ensure the coherency with multi-year protection and corporate priorities and matching plans with results of assessments, monitoring and evaluations and corresponding resource requirements. The incumbent ensures that programmes and resource allocation are results-based and designed in an age, gender and diversity sensitive manner. For regional/operational offices, he/she maintains close working relations with senior programme staff in all countries in the region, regionally based UN entities, as well as with Divisions and other relevant entities. Where applicable, the incumbent will advise the Senior/Principal Situation Coordinator on programme planning and implementation and closely engage with the Senior Risk Management colleagues. S/he may receive indirect guidance from other units relevant to regional and country programme(s) or to global quality assurance standards. S/he will work in line with the overall UNHCR directions which may require working with partners, including with persons of concern, governmental institutions and the private sector where applicable, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR) and corporate policies. In the Regional Bureaux, the incumbent is responsible for ensuring, in an effective and efficient manner which supports the Organization¿s Mandate, overall quality assurance and managerial support of operations, in line with the Bureau¿s 2nd line function, within the three lines of defence conceptual framework for effective control and risk management adopted by the UN system. S/he will, further, cover the full spectrum of managerial oversight, manage performance and monitor the adherence of Country Operations to UNHCR¿s rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate. The incumbent also promotes a culture that is results-oriented, efficient and based on trust and pursues measures to ensure that inclusion, gender balance and diversity are taken into due consideration in staffing, resource allocation and representation at all levels throughout the AoR. As a key custodian of the organization¿s standards of conduct, s/he will proactively establish a working environment where all personnel feel safe, heard, equipped and empowered to speak up; demonstrate no tolerance for sexism, gender inequality, discrimination of any kind, abuse of power, harassment or sexual harassment; foster ongoing dialogue on those matters; take seriously all issues of inappropriate behaviour and actions reported, whether formally or informally; and seek guidance and support as necessary to ensure that appropriate follow-up is taken, working on the basis of zero tolerance for any form of misconduct. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. Duties - Oversee coherent approaches in assessing and analysing needs of persons of concern and situations in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Oversee coherent strategic planning processes, including annual planning and the development and monitoring of multi-year protection and solution strategies in line with organisational priorities (global, regional), and contribute to the annual evaluation planning processes. - Promote a results based culture, guide offices in managing towards impact, outcomes and outputs and embrace and advice on forward-looking programming solutions. - Oversee evidence based prioritisation and resource allocation in line with organisational protection and solutions priorities and established policies, guidelines, procedures and standards. - Ensure that UNHCR senior management and offices have access to high-quality and timely analytical insights and advice for enabling evidence based strategic and programmatic decision-making and resource allocation. - Provide guidance and advice on the formulation of programme planning and management adapting to the frameworks of the GCR and CRRF as well as understanding the UB Reforms, SDGs and UNDAF. - Lead on fostering an evidence based organisation through regular analytical reviews of plans and strategies and appropriate monitoring systems, processes and deliverables, resulting in programmatic course-correction, as appropriate. - Lead offices in managing a consultative process to ensure a consistent application of the framework for implementing with partners or selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Seek and manage partnerships to enable UNHCR¿s effective and collaborative programme delivery in multi-stakeholder processes and frameworks. - Operationalise new UN processes and frameworks and UNHCR organisational directions, changes and priorities into coherent programming guidance and tools and enable their effective application. - Steer offices in programming policies, approaches and tools, ensure consistent and context specific application of programming guidance. - Lead offices in seeking innovative programming approaches, including on planning and monitoring and the sharing of experiences and lessons learned, including based on evaluation. - Ensure linkages with evaluation, risk management and audit processes. - Lead the establishment of, or collaboration within, regional appeals, HRPs, RRRPs, etc. - Perform other related duties as required. Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The post is located in the MENA Bureau in Amman and will report directly to the MENA Head of Operations Support and Coordination Services.  The incumbent of the position will have primary responsibility for the oversight and supervision of the programme management, implementation and monitoring of field operations in the MENA region, as well as the Bureau programme interventions.
S/he will lead the team in providing strategic programme analysis, guidance, and advice to the MENA operations on all issues pertaining to programme management in line with the ever evolving operational and protection context. S/he will oversee established planning and operational parameters across the region and will provide guidance in accordance with updated policies and administrative instructions. S/he will conduct regular reviews and monitoring of the regional programme strategies, advising on potential revision, adjustments, and updates. S/he will also contribute to the development of contingency plans that respond to new and emerging challenges in the region.
The incumbent of this position is one of the main interlocutors with country operations in the region, hence s/he will have to maintain good direct working relations with programme teams in operations and relevant counterparts in HQ to ensure effective implementation of programmes. S/he will strengthen focus on compliance as well as harmonization of systems and approaches across the countries.
The position demands extensive programme management experience in diverse circumstances. As such, the incumbent must possess proven programming skills, be fully conversant with the relevant programme policies and procedures and RBM and have solid knowledge of COMPASS, PROMS and ERP Cloud.

Living and Working Conditions:

Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station. Several International airlines operate daily flights from Amman (Queen Alia International Airport). The local currency is the Jordanian Dinar and the exchange rate is fixed and equivalent to ( 1 JOD=0.71 USD), Money traders and good local banking system are available.

Jordan is visa free for UNLP holders; however appointed staff must obtain a residency permit. Residency permits and other local protocol remain a challenge due to governmental procedures, subject to frequent changes. The process of obtaining residency in Jordan may vary depending on nationality of applicant, type of contract offered and its length.  

Staff members assigned to Amman are residing in private accommodation. Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Food and other commodities are widely available in the local shops and markets.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
