Senior Programme Officer Organizational Setting and Work Relationships The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Senior Programme Officer will provide strategic programmatic guidance and advice to senior management with regard to the implementation of country or Bureau level protection and solutions strategies within available resources. S/he will coordinate with the other sections/units within the Bureau and/or office(s) across the country/region to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Oversee a coherent approach in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide guidance to office(s) on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Ensure effective and results-based resource allocation in the planning processes and cost efficiency in the delivery of outputs. - Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. - Support the provision overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Guide and provide directions to office(s) in operationalising new and emerging policies, strategies and partnerships, including in an inter-agency context, identifying opportunities and innovative solutions and ensuring compliance with existing standards. - Guide office(s) in managing a consultative process to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities - Develop comprehensive assistance programmes that compliment activities implemented from other operational partners. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. Desired Candidate Profile

Nigeria operation is implementing a multi-year plan running from 2023 – 2025, covering refugees and IDP’s in a wide geographical area. The preferred candidate should, therefore, have good coordination skills and the competency to utilize the multi0functional team approach to derive maximum information from the various teams.
The Government of Nigeria has embraced the Global Compact on Refugees (GCR) and hence, the incumbent should have the requisite to engage the Government Line Ministries, Departments and Agencies (MDA’s) to include refugees in their planning. The Nigeria operation is under funded and in a situation where there is no dedicated team to fundraising, the Snr. Programme Officer will be instrumental in the fundraising process and especially in proposal writing and reporting.

Nigeria operation has initiated Cash Based Intervention (CBI) with the launch of Cash-assist platform and the desired candidate should have knowledge in CBI intervention and its attributes.

The Senior Programme Officer position is located at Representation Office, Abuja, Nigeria and provides technical supervision to Ogoja and Maiduguri sub-offices. The Senior Programme Officer reports to the Deputy Representative and the incumbent directly supervises two (2) international and two (2) general service staff in the office. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. He/she will be a member of the Programme Management Team (PMT) of the UNCT. He/she ensure that:

- Global strategic priorities (GSP) and regional priorities guide the planning parameters.
- Manage a consultative process to ensure a consistent application of UNHCR 's policies/ practices
- Assist in managing a transparent, consultative and responsible process for the approval of the country-level budgets and the allocation of resources and advise the Representative on resource allocation for operations.
- Initiate and/or manage the development and coordination of a broad network of partners. Guide and train UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Programme management.
- Ensure proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyze UNHCR 's performance, trends and target interventions. Ensure provision of technical support to achieve UNHCR 's strategic priorities.

Living and Working Conditions:

UNHCR Nigeria consists of a Representation at the Branch Office in the Federal Capital City, Abuja, a Field Office in Lagos, a Sub-Office in Maiduguri (Borno State), a Field Unit in Damaturu (Yobe State), a Field Office in Yola (Adamawa State), a Sub-office in Ogoja, a Field Office in Adikpo (Benue State), a field Office in Calabar (Cross River State) and Field Office in Takum (Taraba State) under the direct supervision of the Branch Office.

Other activities of the Office in Nigeria include providing support to the Government of Nigeria through the National Commission for Refugees and some other agencies of Government; and working with other UN agencies within various theme groups. With the objective of expanding the protection space for the benefit of all persons of concern in Nigeria.

Abuja is a C duty station with good living conditions. The cost of accommodation is very high (yearly rent payment required) and safety is still a concern.

The security situation requires international staff deployed to Nigeria to undertake security briefings on terrorism related issues. Borno State is at security level 4 while Yobe and Adamawa states are at level 3 (except some LGAs). The South-East of Nigeria is at level 2.

Accessibility to affected populations in the North-East is difficult due to the volatile security situation. Adequate security measures and equipment, including armored vehicles, are required to operate in the area.
