International expert for conducting training on project proposal writing with regard to water governance and management (SSAs)

Background:


The project will facilitate capacity building of young professionals in the water sector (MEWR, ALRI or TajNCID or any other government or non-government organizations). Based on discussion with a water related youth-network, it is anticipated to organize a three-days training event with the focus on project proposal writing with regard to water governance and management outside Dushanbe in June. It is anticipated to train up to fifteen (15) participants, selected based on 1) motivation letter and CV, 2) support letter from employer within the water sector, and 3) project idea. It is aimed to achieve gender balance (based on quality of submission package). 

A pre- and post-test will be conducted to assess gained knowledge. After the workshop, participants will provide their feedback on the workshop (online evaluation form). The trainer will provide one evaluation report with recommendations on the process and training.

To implement the project, the OSCE Programme Office seeks to recruit one international trainer who shall prepare, conduct the workshop course and perform mentoring tasks.

 

Objective of Assignment: 

The objective of this consultancy is to prepare training materials related to proposal writing and conduct a 3-day training workshop in proposal writing for a group of 15 young water professionals. This includes provision and delivery of training materials. This course is to provide participants with the knowledge necessary to write proposals.

 

Duration of Assignment:

10 working days in the period from May to June 2023.

 

Tasks and Responsibilities:
Under the overall supervision of the Water and Energy Policy Advisor, the successful candidate will be tasked with the following duties:

  1. Develop the programme of the training, identifying the main and key priorities;
  2. Prepare a template and conduct a pre and posttest for the participants on writing skills;
  3. Conduct relevant research (e.g. funding opportunities, background information, donor priorities);
  4. Organize and prepare the various components of proposals;
  5. Undertake the training in Russian during the period of 20-22 June 2023. The trainer is expected to use a participatory and interactive approach with the training participants. The training should consist of a balance of lectures, group activities, case-studies, and working sessions to accommodate a variety of learning styles. The training is not focused on writing proposals for one specific funding source, but instead providing participants with the tools and knowledge needed to develop and modify proposals for a variety of sources, including but not limited to: national governments, bilateral development institutions, multilateral development organizations, and foundations;
  6. Provide a report covering recommendations on the process and training.


Deliverables:

  • Pre and posttest of the participants’ knowledge on the subject;
  • Training conducted on 20-22 June 2023;
  • Evaluation report submitted by June 30, 2023

The report should be submitted to Water and Energy Policy Advisor.

 

Necessary Qualifications:

  • University degree in water resources engineering, social science, economics or policy;
  • At least 5 – 7 years of prior work experience in the field of training, water resource management, project proposal design especially in the regional and international context;
  • Good knowledge of water resources management or governance in Central Asia;
  • Strong experience in publications, scientific articles in peer-reviewed journals;
  • Strong experience as referees/associated editors in peer-reviewed journal related to water resources management;
  • Relevant regional and international experience will be an added advantage;
  • Excellent writing, editing, and oral communication skills in Russian and English;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
