Background:

This is an OSCE Secretariat's extra-budgetary (ExB) project with a duration from 01 April 2023 until 31 March 2024 and the selected candidate will be located in the OSCE Mission to Moldova. 


The ExB project aims at enhancing Moldovan law enforcement abilities to analyze and investigate criminal activities related to Transnational Organized Crime (TOC) including trafficking of Small Arms and Light Weapons (SALW); increasing technical capacities (including provision of analysis, search and detection equipment); and capacity-building of relevant police units (e.g. promoting and developing of the Intelligence-led Policing (ILP) concept, enhancing regulatory, operational and inter-agency co-operation of relevant police units). 


The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. 


The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. 


The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates. 


The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). 


As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the organization’s main focal point for all OSCE police-related activities. 


The SPMU is composed of nine team members: Head of SPMU, Deputy Head, six Police Affairs Officers and Administrative Assistant.


Tasks and Responsibilities:

Under the overall supervision of the Adviser on Fight against Organized Crime, the successful candidate will be tasked with the following duties:


1.    Planning, co-ordinating and implementing project activities on time and within the budget, to enhance the ability of Moldovan law enforcement authorities to investigate Transnational Organized Crime (TOC):
a.    Leading the development, implementation, monitoring and evaluation of the project by identifying potential programmatic activities; preparing project proposals; defining implementation modalities; forecasting and monitoring expenditures; providing progress reports to donors; and engaging in fundraising activities;
b.    Managing day-to-day implementation of the project, supporting planning and implementation, and advising on procurement activities in co-ordination with TNTD/SPMU while keeping the relevant staff of the OSCE Mission to Moldova appropriately informed;
c.    Managing and sharing financial responsibility of a budget exceeding 2 million Euro, stemming from multi-donor agreements; 
d.    Co-operating closely with other departments and dimensions within the OSCE (TNTD/SPMU, TNTD/BSMU, CPC/FSC, and OCEEA) throughout the planning and implementation of the project activities; 
e.    Co-operating and co-ordinating project activities with relevant national and international actors; pursuant to the guidance received from TNTD/SPMU ensuring that the project activities are not programmatically or financially overlapping with some of the existing initiatives; ensuring situational awareness of the project, where appropriate proposing actions ensuring delineation and avoidance of duplication of efforts; negotiating the contractual basis for co-operation with relevant International Organizations, such as Memorandum of Understanding, Cost-Sharing Agreements as well as carrying out joint funds mobilization with relevant International Organizations; 

 

2.    Acting as the Project Focal Point in Chisinau, including organizing regular meetings and/or training events, as well as organizing technical and regional meetings:
a.    Organizing and preparing assessments, fact finding and appraisal missions, co-ordinating needs assessments on equipment and training purchases, ensuring programmatic and logistical preconditions for successful trainings, securing dialogue, consultations and properly documented conclusions reached; co-ordinating events with relevant interlocutors on all project activities, including advising on expert trainers and consultants;
b.    Organizing and conducting briefings and debriefings on projects with special regard for the country and regional aspects, resources and development characteristics, with a view to maximizing project performance levels;
c.    Establishing and maintaining close working relations with relevant donor countries and International Organizations present in Moldova (including but not limited to EU, UNODC, INTERPOL, UNDP, US Embassy);
d.    Regularly attending donor co-ordination meetings in Chisinau and, when appropriate, in other locations; when and where appropriate conveying and hosting the donor co-ordination;   
e.    Undertaking activities to promote project activities, in accordance with the prior approval of the TNTD/SPMU, through appropriate media coverage (e.g. press conferences, press releases, interviews, background briefings and other special activities), contributing to content and providing timely web and social media outreach;

 

3.    Managing, providing guidance to, and supervising the Project Implementation Team in Moldova:
a.    Overseeing a Team of one National Admin Officer in charge of administrative and financial support, locally contracted, and one National Procurement and Property Management Officer in charge of procurement support, locally contracted;  
b.    Organizing and overseeing the work of a Project Steering Board that ensures co-ordination among the various beneficiary police units in every aspect of project implementation (including but not limited to construction and refurbishment works, the development of SOPs, the procurement of IT equipment as well as its installation and functioning, training courses and related training activities);

 

4.    Performing other related duties as assigned.

Necessary Qualifications:

  • First-level university degree in security studies, law enforcement, international relations, political science or a related field (social sciences);
  • Recognized project management certification, such as PRINCE2 (Practitioner) is an asset;
  • A minimum of six years of progressively responsible professional-level experience in project management, preferably within an international organization or a national law enforcement institution;
  • Demonstrated experience in planning, implementing and managing multi-year and multi-million donor-funded projects;
  • Excellent drafting and reporting skills;
  • Proven ability to analyze programmatic and budgetary information;
  • Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of Russian and/or Romanian is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:


Monthly remuneration subject to social security deductions is about US$ 5,340 to which is added Board and Lodging Allowance (currently EUR 113 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
