2. Overall purpose
Working closely with the Head of Administration and the Executive Director, the Human Resources Manager is responsible for sound and efficient management of the Human Resources activities of the CBE JU and contributes to the strategies and the achievement of the JU’s objectives.
The Human Resources Manager provides strategic and operational support in all areas of the employment cycle at the JU to maximise staff performance, staff development and to support the achievement of the JU’s Work Programme, whilst ensuring the correct application of the Staff Regulations and the Conditions of Employment of Other Servants of the European Union (CEOS) and their implementing rules.
DUTIES AND RESPONSIBILITIES
The duties and responsibilities of the Human Resources Manager will include, among others, the following:
- Plan, organise and coordinate the Human Resources Management (HRM) activities of the JU, ensuring the optimum deployment of resources and sound financial management in the HR area;
- Provide guidance, strategic advice and support on HRM matters in the JU to staff and senior management;
- Develop, implement and manage HRM strategies, policies, processes and procedures, ensuring compliance with the EU legal framework (Staff Regulations, CEOS, implementing rules, etc.);
- Lead the recruitment processes in line with the Staff Regulations, implementing rules, internal policies and represent HR in all staff selection procedures;
- Develop and implement the Learning and Development Framework of the JU and guide staff and senior management in identifying learning and development needs;
- Responsible for staff annual appraisal, promotion and provide support and advice to management throughout the process and follow up of career performance management;
- Support senior management in staff planning on a multi-annual basis and monitor its implementation at the JU;
- Responsible for the internal communication on HR related matters, the Agency’s HR Intranet and organise team building activities;
- In charge of the on boarding of newly recruited talents;
- Manage the Agency’s payroll and advise staff members on individual rights;
- Contribute to the drafting of strategic and planning documents, ensuring accuracy of reporting: Work Programme, Annual Activity Report, Financial Statement and similar documentation;
- Prepare and draft reports, briefings, statistics, etc;
- Contribute to personnel budget planning and the monitoring of its execution in compliance with the approved budget and related financial and procurement rules;
- Collaborate with line managers in their function, establishing good working partnerships to ensure effective organisational cooperation;
- Liaise with the Staff Committee and facilitate social dialogue on HRM and staff matters;
- Promote a positive, proactive, respectful and healthy working atmosphere at the CBE JU, ensuring a culture of continuous feedback and growth, cultural diversity and inclusion, empowerment and engagement for its staff;
- Represent the CBE JU at internal and external meetings;
- Maintain and supervise information on career, posts, job descriptions, organisational chart, time management, etc in SYSPER;
- Ensure that information about personnel is kept up to date and accessible to staff and management in conformity with the rules on data protection;
- Coordinate the common Back Office arrangements for HR Support for 9 Joint Undertakings;
- Liaise and maintain relations with other European Institutions and Agencies on human resources related matters (e.g. The European Commission, The Court of Auditors, EUAN, other Joint Undertakings and Agencies);
- Any other tasks identified by the Head of Administration and the Executive Director.
