Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health,
safety, education, economic wellbeing, and power to people devastated by
conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC
is at work in over 40 countries and 26 U.S. cities helping people to survive,
reclaim control of their future and strengthen their communities. The IRC
has been operating in Thailand since 1975 and currently provides assistance to
displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Protection and
Empowerment Program composed of Protection and Legal
Sector, Women Protection and Empowerment Sector, Livelihood Sector, Emergency
Response and DRR sectors. Implementation of Protection and Empowerment program
work with refugee in 7 refugee camps and other group of displace populations
along Thailand and Myanmar border on both sides and marginalized population in
southern of Thailand to achieve Safety, Power, and Economic Wellbeing outcome
of the IRC Strategy100.
Job Overview/Summary:
Responsive information is key protection
intervention of the IRC Thailand aims to increase awareness and ability to make
decision for targeted beneficiaries. Under
the direct supervision of the Deputy Coordinator for Durable Solution and
Program, the Responsive Information Manager will lead in implementation of
responsive information component of IRC Thailand Protection and Legal Program
including designing information package
and facilitate/co-facilitate responsive information activities. The Responsive
Information Manager will provide technical support to camp base assistance in relation
to a responsive information activity, coordinating with relevant organization
in all project areas of Protection and Legal Program.
Major Responsibilities:
1. Program implementation
- Service lead in technical support to camps base assistance in all project sites in coordination with Deputy Coordinator for Durable Solution and Program to ensure all relevant staff implement responsive information for are equipped on skill and knowledge to implement responsive information activities in line with project strategy.
- Serve as lead in developing contents and information package for responsive information activities.
- Serve as focal person to establish channel to disseminate information and maintain functioning of exiting information channels. Propose initiative to increase one-way and two-way communication channel to maximize outcome to the project.
- Work closely with Program Quality Team in designing information management process on information need assessment and other information exercises contributing to responsive information.
Working closely with Program Quality team in implement IRC
Client Responsive Mechanism and leading to adjusting responsive information
activity to address client feedback. Ensure Responsive Information activities
implementing in line with Protection - Information Management Principle and
promote awareness of camp base assistance in Protection Information Management
in relation to Responsive Information. Work closely the Deputy Coordinator for
Durable Solutions and Program in piloting Sign Post project.
2. Program Management
- Direct supervise Senior Responsive
information Officer for MHS and information sharing and training
CBAs in Tak, TH and BDY; mentor the direct-report staffs, including
communicating clear expectations, setting performance objectives,
providing regular and timely performance feedback, and provide documented
annual and mid-year performance reviews.
- Assisting and contributing information to
Deputy Coordinator for Durable Solution and Program on proposal
development relates to Responsive Information.
- Lead and work closely with Senior Responsive information Officer for MHS and information sharing and training CBAs in Tak, TH and BDY to develop workplan to be inline of the project proposals, SAP and review and adjust when the situation and context are changes.
- Lead and work closely with Senior Responsive information Officer for MHS and information sharing and training CBAs in Tak, TH and BDY to develop spending plan, review and monitor closely to ensure budget will spend accordingly to the plan, and in the best use of value.
- Work closely with Deputy Coordinator for
Durable Solution and Program, M&E Manager and Information Management
Manager in development of donor reports and other reports relating to
information responsive and information sharing activities.
3. Partnership Management
- Assisting Deputy Coordinator for Durable Solution and Program to identify partners to support responsive information activities.
- Taking lead in coordination with
partners in sharing capacity and addressing technical requirement of partners.
Coordination, representation, and
advocacy
- Establish linkages and maintain close cooperation with Refugee Leaders, Thai and Camp authorities, UNHCR, NGOs and CBOs and other relevant organizations/persons on responsive information and information sharing by working closely with Deputy Coordinator for Durable Solution and Program and relevant sector leads and Senior Management Team.
- Represent and advocate the work of responsive information, information sharing and other Protection and Legal Assistance Center and IRC by attend meeting, workshop, or events by work closely with Protection and Legal Coordinator and SMT
