Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health,

has been operating in Thailand since 1975 and currently provides assistance to
displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Protection and
Empowerment Program composed of Protection
and Legal Assistance Center Program, Women Protection and Empowerment Sector, Livelihood Sector,
Emergency Response and DRR sectors. Implementation of Protection and
Empowerment program work with refugee in 7 refugee camps and other group of
displace populations along Thailand and Myanmar border on both sides and
marginalized population in southern of Thailand to achieve Safety, Power and
Economic Wellbeing outcome of the IRC Strategy100.
Job
Overview/Summary:
The
Senior Community Protection Manager will be base in
IRC Mae Sot Office and under supervision of Protection and Legal Coordinator and will work closely with Deputy
Coordinator for Program, Deputy Coordinator for Access, Protection and Legal
Assistance Center team members. He/she will supervise Senior Protection Officer
for Tak camps Senior Protection Officer for Tham Hin and Ban Don Yang Camps and
Protection Officer for Mae Hong Son camps. This position will oversee activities
related to system strengthening, implementation of camps rule and regulation,
capacity building of camp justice system, camp security and protection mechanism
in refugee camps. He/she will represent
IRC Protection and Legal Program in coordination within IRC and outside IRC
including Camp and Thai Authorities, UNHCR and service providers to strengthen
and monitor camp base justice system and community protection mechanisms in 7
refugee camps in Ratchaburi, Kanchanaburi, Tak and Mae Hong Son Provinces
Major
Responsibilities:
1. Program Implementation
- Working closely with management Senior Protection Officer of Tak camps, Senior Protection Officer for THI and BDY camps and Protection Officer for MHS camps in designing, develop and improve tool, training module and oversee on strengthen protection and access to justice mechanism and build capacity to relevant service providers aim to ensure that frontline staffs, Camp Judicial bodies, camp security and relevant service providers can have capacity and standard tools, system and will be able to provide services in their community according to community rule , regulation , Thai Laws and international standard.
- Serve as focal persons to provide technical support for camp judicial body in refugee camps for implementing camp rule and regulation. Coordinate with Protection and Legal Coordinator for emerging protection issues in order to advocate with relevant authority to address issue and ensure camp rule and regulation effectively implement. Working closely with Program Quality team and Protection and Legal Coordinator to develop and update tools to monitor camp justice system and protection mechanism. Serve as focal person to manage information exercise related to camp justice mechanism and community base protection mechanism. Working closely with Program Quality team in implementing the IRC client responsive mechanism and server as lead in adjusting program modality to address client feedback related to camp justice and community base protection. Work closely with Program Quality Team in development information management system related to camp Justice system and community base protection mechanisms.
2. Program Management
- Direct supervises Senior Protection Officer of Tak camps, Senior Protection Officer for THI and BDY camps and Protection Officer for MHS camps. and provide technical support team members to supervise relevant CBAs; mentor the direct-report staffs, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and provide documented annual and mid-year performance reviews.
- Assisting Protection and Legal Coordinator on data analysis, program design, activity contribute to strategy action plan (SAP) and proposal development.
- Lead and work closely with Senior Protection Officer of Tak camps, Senior Protection Officer for THI and BDY camps and Protection Officer for MHS camps to develop workplan to be inline of the project proposals, and review and adjust when the situation and context are changes.
- Lead and work closely with Senior Protection Officer of Tak camps, Senior Protection Officer for THI and BDY camps and Protection Officer for MHS camps to develop spending plan, review and monitor closely to ensure budget will spend accordingly to the plan, and in the best use of value.
- Work closely with Protection and Legal Coordinator, M&E Manager and Information Management Manager in development of donor reports and other reports related to access to camp justice system and community base protection mechanisms.
3. Partnership Management
- Support Protection and Legal Coordination to identify partners, update stakeholder analysis to support Community Justice and Rule of law activity.
- Provide technical support, capacity building and monitor partners according to IRC partner requirement policy or any type of agreements.
4. Coordination, representation and advocacy
- Establish linkages and maintain close cooperation with Refugee Leaders, Thai and Camp authorities, UNHCR, NGOs and CBOs and other relevant organizations/persons, about refugee protection, access to justice and humanitarian issues by working closely with Protection and Legal Coordinator and relevant sector leads and Senior Management Team.
- Represent and advocate the work of community justice and rule of law and other Protection and Legal Assistance Center and IRC by attend meeting, workshop, or events by work closely with Protection and Legal Coordinator and SMT
