Job Overview: The Director, Texas Office for Refugees West (TXOR West) is responsible for leadership and oversight of the TXOR West office. The position is responsible for ensuring program development, subaward funding allocations, compliance and training; for maintaining well-functioning systems for finance, human resources, and operational activities; and for providing leadership and people management for TXOR West staff.  The Director collaborates closely with the Texas State Refugee Coordinator to develop and implement annual strategic planning. The position reports to the Director of the Office for State Partnerships, RAI. NOTE: The Director, TXOR West position is eligible for full remote work therefore candidates from ANY Texas location will be considered.


Major Responsibilities:

Leadership

  • In collaboration with RAI Director of OSP, establish vision and strategy for TXOR West.
  • Lead partnership with Catholic Charities Fort Worth (CCFW) as TXOR on the administration of statewide resettlement program, communication with ORR and external stakeholders.
  • Oversee all activities such as sub‐awards, program reporting, monitoring of service providers, and grant closeout; ensure that all statewide activities are in compliance with ORR policies and guidelines through regular monitoring and evaluation of program activities.
  • Coordinate with TXOR’s State Refugee Coordinator to develop and submit the Texas State Plan and all supporting documentation.
  • Represent IRC and sub‐award partner agencies externally and within the IRC. Advocate for highest quality of policy, benefits and services for refugees.
  • Provide policy interpretation and oversee technical assistance for TXOR West partnerships and stakeholders.
  • Establish practices that maintain consistent two‐way communication with partners and TXOR Leadership team.
  • Develop a collaborative working relationship among TXOR West partners and with TXOR Leadership team by promoting opportunities for statewide coordination and planning.
  • Represent TXOR West at community consultations which include resettlement agencies, representatives from the refugee community, mutual assistance associations (MAA), social services providers, faith based groups, state benefits programs, city and county governments, elected officials, and state of Texas officials.
  • Maintain professional and positive public image of refugee resettlement in West Texas; liaise with RAI Director of OSP, and Communications Department on all media contacts in accordance with IRC policies on external messaging.
  • Ensure timely and consistent communication with HQ (RAI, Finance and other departments) on operational issues, policies and reporting.
  • Lead TXOR West team in advocating for and in collaboration with TXOR on fiscal year funding allocation decisions.
  • Ensure consistent communication between program, partnership, and finance teams.
  • Submit reports to the State Refugee Coordinator and IRC headquarters.
  • Other related duties as assigned.


Finance Management

  • Responsible for TXOR West’s financial management including developing and monitoring the annual budget, program budgets, billing practices, sub‐awards and service contracts.
  • Regularly review the operating budget as well as monthly budget‐to‐actuals; maintain effective systems for tracking spending rates for all grants; address anomalies in revenue and expenses.
  • Direct evaluation and monitoring of service providers to ensure providers are compliant with TXOR West’s policies and procedures; identify opportunities for technical assistance.
  • Track monthly refugee cash assistance spending in West Texas and monitor all other program budgets. Ensure award payments and billing reimbursements are made per grant agreements; assist Finance Manager in proper management of grant receivables/payables.
  • Ensure timely reimbursements and vender payments. Review, approve and release TXOR West payment requests.

Human Resources

  • Responsible for implementation of recruitment, hiring, orientation, and performance management process in alignment with IRC Policies and Procedures.
  • Provide direct supervision to staff, including weekly meetings with direct reports and leadership team.
  • Facilitate opportunities for staff professional development and growth.
  • Ensure continual development and training to staff on IRC and ORR policies and protocols.


Job Requirements:

Education: 4‐year college degree in relevant field required. Graduate degree in management, international relations or social work preferred.


Work Experience: 5+ years of human services management experience; including responsibility for eligibility determinations and compliance with reporting requirements.


Demonstrated Skills and Competencies:

  • Previous supervisory experience preferred.
  • Experience with refugee populations or other similarly vulnerable populations preferred.
  • Proven ability to professionally represent the organization in public settings and meetings.
  • Proven ability to contribute both independently and as a key team member.
  • Self‐ starter with excellent detail-oriented, problem‐solving skills combined with the proven ability to multi‐task, prioritize duties, and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.


Language Skills: Fluency in written and spoken English


Working Environment:

Standard work environment. Expectation to travel within local Texas community for partner meetings and events. Oversight of staff in remote field sites. Expectation to occasionally travel and participate in meetings throughout the West Texas region and/or statewide.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
