The Crisis Response, Recovery and Development Department (CRRD) leads IRC’s work in 40 crisis affected countries around the world. With an annual budget of approximately $700M, and over 24,000 full-time and auxiliary employees, CRRD delivers high impact programming to improve outcomes for over 34 million people affected by humanitarian crises around the world. Working in partnership with other departments across the IRC, CRRD leads the delivery of our organizational mission of helping those whose lives have been shattered by conflict and disaster to survive, recover, and gain control over their lives. 

Job Overview/Summary: 
The IRC is recruiting for a Policy Advisor to assist with running CRRD’s Policy and Planning function. Reporting to the Senior Director of Policy and Planning, the Advisor will research and develop positions on internal and external policy debates; vet and propose alternative thinking, stimulus, and partnerships; support the development of policy positions for priority thematic areas; lead on the development of content, including position papers and op-eds; identify and convene key stakeholders; and support and/or represent the SVP in strategic engagements. The Advisor will work closely with key interlocutors in CRRD as well as counterparts in Policy & Solutions, Advocacy & Influence, and Communications functions. 

Previous professional or academic experience in policy research and analysis is preferred. A top applicant will be a detail-oriented self-starter with strong networking and communication skills across multiple mediums and a demonstrated ability to think critically. S/he must be enthusiastic and have excellent research, writing and organizational skills.

Major Responsibilities: 
1. Policy Development (50%)
Identify and conduct policy research on priority topics/themes for the CRRD Senior Vice President (SVP) and Senior Management Team (SMT) as relevant, including Climate Change; Better Aid/Future of the Humanitarian Sector; Localization of Aid/Partnerships; Scaling Up Humanitarian Programming; and Safeguarding/Protection; among others.
Provide policy stimulus for the CRRD SVP (and SMT) by disseminating articles and policy papers related to priority topics/themes and the IRC’s mission, along with providing analysis of these papers.
Convene and consult with CRRD thought leaders in Technical Excellence and Emergencies & Humanitarian Action Pillars, stakeholders in Policy & Solutions, Advcoacy & Influence, and Comms, as well as external stakeholders to inform the SVP’s policy positions and engagements.
Understand the desired tone and thinking of the SVP and use this to lead the drafting and review process for select external communications, including op-eds, position papers, letters, and talking points. 
As required, represent the IRC and CRRD in meetings with external stakeholders, research organizations, thinkers, and influencers for potential partnership.

2. Project Management (30%)
Lead and manage special projects as required, such as coordinating with External Relations on CRRD/leadership positioning for external events, and strategic input & engagement with wider IRC leadership on ad hoc policy/crisis-oriented communication.
Provide project management and leadership for relevant cross-departmental projects or thematic areas and support the development of strategy and messaging.

3. Coordination and Planning Support (20%)
Using sound judgment and understanding of organizational risks and goals, advise the SD of Policy and Planning on issues of strategic importance to bring to the SVP and SMT.
Weigh SVP and SMT priorities, alongside CEO priorities, to support on travel planning for SVP; determining trip goals and itinerary; and coordinating with the CRRD Senior Communications Officer and others to prepare briefing materials and communications outputs.
Supports SD, Policy and Planning to conceptualize and execute strategic engagements to drive information flows within the department and enable the SVP and SMT to align policy and comms priorities with country priorities.

Work experience: 
A minimum of 6-8 years of professional experience designing, implementing, and supporting policy frameworks, and conducting policy research
Experience writing op-eds, policy briefs and other communications
Experience in working across sectors or disciplines and or managing projects across the Humanitarian and/or Development programs
Experience with data management, visualization and interpretation
 
Demonstrated Skills and Competencies:
Strong analytical, presentation, organizational and problem-solving skills
Strong verbal and written communication skills in English
Experience in project management 
Ability to work within a team with a track record of collaborating across disciplines.
Active listening skills and ability to work with colleagues from different cultures and contexts. 
Education: degree in public administration, public policy, political science, international development, economics, statistics or another relevant field.

Language Skills:  Fluency in English is required, working knowledge of Arabic, French or Spanish is strongly preferred.

Working Environment:  
Standard office working environment; remote work options are available;
Some international travel, up to 20%
This role may require working remotely full or part time and part time remote employees may be required to share workspace.

Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
