Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
Since the start of the war in Ukraine on 24 February 2022, loss of life and unprecedented displacement within the country and towards neighbouring countries have been recorded. As of the end of December 2022, Ukraine recorded 17,595 civilian casualties, including 6,826 killed. The infrastructure of the country suffered significant destruction, including social infrastructure. According to preliminary estimates, more than 2 800 schools and kindergartens, and more than 1000 hospitals have already been affected. This is only a preliminary estimate of losses, which is very conservative and does not assess the long-term consequences of the war. From the onset of the war, the Government of Ukraine both at central and oblast levels has demonstrated effectiveness in crisis/emergency coordination and ensured decentralized presence of line ministries and key government institutions in the country to sustain key government functions and deliver services for population on the move. While immediate support was rendered to the at all levels of government authorities immediately after the outbreak of the war, it lacks sufficient capacity at the local level for the response in addressing the consequences of the war. Enhancing Crisis Management and Emergency Response capacities at all levels of government authorities of Ukraine Project is provide necessary support to the Government to ensure sustainability, effectiveness and transparency in the continued crisis and emergency coordination, response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector), while ensuring delivery of services and building stronger resilience of the receiving/host communities and of the IDPs. The MFA identifies the need to simultaneously implement several interlinked projects of different size, scope and timescale to deliver the wholesome project of digital transformation of the MFA consular section. It is expected that a transparent model of cooperation between MFA and international partners will be developed and managed by a unified project management team. Such team should be the unified “Digital transformation Project Office” that would manage the complete lifecycle of the wholesome project according to relevant methodologies and best practices, addressing all the subprojects and coordination between stakeholders, and be responsible for the results of implementation, quality control and handover into further exploitation and maintenance.
Task description
• Partner with MFA and other stakeholders to elicit, define, and prioritize functional and non-functional requirements; • Diagram As-Is and To-Be business processes; • Delivering requirements to the engineering team in the right form and timeframe; • Work with software development teams to deliver new features and enhancements; • Proactively identify improvements that would increase efficiency or productivity in work effort, processes or applications features; • Workshops planning and facilitating; • Presentation and demonstration of products and solutions for a stakeholders; • Performing other duties as may be assigned by the UNDP management.
