Mission and objectives

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) mobilizes and coordinates humanitarian action for all in need, in partnership with national and international actors. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort.

Context

OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to: Alleviate human suffering in disasters and emergencies; Advocate for the rights of people in need; Promote preparedness and prevention; and facilitate sustainable solutions. OCHA was established as a result of a General Assembly Resolution 46/182 adopted in December 1991, designed to strengthen the United Nations' response to both complex emergencies and natural disasters. Task description

Within the delegated authority and under the supervision of Humanitarian Affairs Officer or his/her designated mandated representative(s), the UNV Humanitarian Affairs Officer (Reporting & Analysis) will: •Prepares or contributes to the preparation of various written reports, documents, and communications, including digital, multimedia and editorial content e.g. drafts regular situation reports/updates highlighting relevant operational factors affecting the humanitarian situation and response efforts, briefing notes, presentations, talking points, correspondence, etc; develops strong analysis to publicize priority issues and/or major events, and support senior humanitarian leadership with policy and decision-making, based on thorough knowledge and research into a wide range of issues, including humanitarian, political, development, economic, social and other factors. •Ensures appropriate monitoring and reporting mechanisms are in place and adapted as per the needs and context and serves as the focal point on specific topics or policy-related issues; keeps abreast of latest developments, and liaises with other humanitarian organizations as relevant. •Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender- related considerations. •Supports advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, the media, etc. •Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters; assists in note-taking as necessary. •Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: •As an active UNOCHA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNOCHA and its beneficiaries in the accomplishment of her/his functions, including: •Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment •A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
