Background and Organizational Context 

Syria remains the largest humanitarian emergency in the world, and OCHA coordinates an increasingly complex humanitarian response in a challenging operating environment. OCHA is looking for experienced staff to support the Information Management Unit in Damascus Office.

Position Purpose

The National Information Management Associate (NIMA) will contribute to OCHA Syria’s efforts to improve evidence-based decision-making in the humanitarian field. The incumbent will lead or support IM activities with sector IMOs and partners to collect, store, manage, analyze and communicate humanitarian data.

Key Duties and Accountabilities

Under the overall supervision of the Head of Office, and under the day-to-day guidance of the Head of Information Management Unit, the incumbent is expected to perform the following tasks:

  • Geographic Information System (GIS) and map production (cartography): produce and update high-quality map products and interactive dashboards.
  • Visualization: produce and update information products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline
  • Data Management: design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis; manage platforms and tools that support data collection and analysis such as KoBo Toolbox.
  • Data Analysis:  organize, design, and carry out the evaluation and analysis of datasets through meaningful statistical techniques.
  • Coordination:  Support the Information Management Working Group; advocate for using data standards and common platforms and for the open exchange of information.

The key results impact the overall efficiency of the OCHA Syria Office, including improved business results and client services. Forward-looking Information Management impacts the organization of office management, knowledge sharing, and information provision.

Education

  • A minimum of High school Certificate.
  • First-level university degree in Geographic Information Science (GIS), Geomatics, information management, management information systems (MIS), computer science, information systems or related field.

Experience, Knowledge, and Skills 

  • A minimum of seven (7) years (high School) or four (4) years (First-level university degree - Bachelor) of experience in GIS, information management, data science/analysis, information systems, information science or a related field is required.
  • Experience in ESRI ArcGIS ArcMAP or ArcGIS Pro is required.
  • Experience in data analysis using Excel is required.
  • Experience in QGIS is highly desirable.
  • Experience in spatial analyses is highly desirable.
  • Experience in developing interactive maps/Apps using ArcGIS online/Mapbox/ or Carto is highly desirable.
  • Experience and knowledge in SQL and database management systems are highly desirable.
  • Experience in developing interactive dashboards using PowerBi is highly desirable.
  • Experience in infographics design using Adobe Illustrator is desirable.
  • Experience in humanitarian information management is desirable.

Language

Fluency in Written and Spoken Arabic and English are required.
