- Purpose of the Consultancy
It is proposed to engage a short-term consultant to provide in-country technical assistance on implementation of roadmap for measles and rubella (MR) elimination.
- Background
Mongolia is a one country out of five countries and areas of the Region that have not undertaken MR rubella elimination verification.
With WHO WPRO technical assistance the roadmap for the re-verification of MR elimination towards 2025 was developed based on situational analysis on epidemiology of measles, rubella, and Congenital rubella syndrome (CRS), laboratory surveillance systems, population immunity, sustainability of national immunization program and identified the next steps for the building capacity of immunization health system towards the public health goal for MR elimination.
Therefore, Mongolia needed to strengthen and accelerate the MR surveillance towards the MR elimination to accelerate activities.
Due to mentioned works, WHO Country Office in Mongolia is needed to hire short term consultant to provide support with below outputs and deliverables.

Method(s) to carry out the activity
In collaboration with the national EPI program of National Center for Communicable Disease (NCCD) and Ministry of Health (MOH) Mongolia, the short-term consultant will:
Outputs:
Output 1: Technical support to Government on MR elimination roadmap implementation
Deliverables:

- Coordination and facilitation of technical meetings with MOH, EPI of NCCD on developing the detailed Action plan for implementation of roadmap of MR elimination
- Support the oral translation for technical meetings during the planned WPRO mission
Output 2: Technical support to Government and EPI of NCCD on improving the MR surveillance and immunization coverage to close the immunity gap for Measles
Deliverables:

- Support on developing the Ministerial Order on surveillances of Vaccine preventable diseases (VPDs) including MR
- Support conducting the training on new Ministerial Order surveillances of VPDs including MR
- Support to prepare and conduct the supplementary Immunization activities (SIAs)
Output 3: Technical support to Government, NCCD and National Center for Maternal and Child Health (NCMCHC) to conduct the retrospective CRS survey nationwide.
Deliverables:

- Support to conduct the training on retrospective serosurvey of CRS jointly with international experts from US CDC and WHO WPRO to Government and EPI
- Support to develop the survey methodology to NCMCH.
3. Support on field data collection and data analysis of retrospective CRS survey.
- Specific requirements
- Qualifications required:
Essential: Minimum master’s degree in medicine or health science
Desirable: Master’s degree in public health or related field is preferable
- Experience required:
Essential: Experience at or in collaboration with WHO Country Office of Mongolia
Proven work experience for more than 5 years in health, immunization, communicable diseases and/or other related field, preferably in high levels.
Desirable: Proven experience engaged with Ministry of Health and with National Center for Communicable Disease in the field of communicable diseases.
- Skills/Technical skills and knowledge:
- Excellent coordination and communication skill; and expertise of the public health, immunization, Measles and rubella elimination and resurgence response and preparedness field.

Essential: Proficiency in written and oral English
Desirable: Mongolian

- Travel:
The Consultant is expected to travel to provinces in Mongolia.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

- The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
