Danish Refugee Council (DRC)  is an international non-governmental organization, which has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, individual protection assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, psychosocial support (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing multipurpose cash assistance (MPCA), NFI and food distributions, shelter & WASH interventions, and economic recovery, humanitarian demining and explosive ordnance risk education. The organization counts with 6 offices in the country.

 

Overall Purpose of the Role

The HDP Programme Coordinator acts as the Kyiv-based focal point for programmatic issues related to DRC HDP’s portfolio and operation facilitation. In line with DRC guidelines and HDP standards, the HDP PC is responsible for coordinating HDP inputs with Area TFMs and other HDP team members into proposals and reports. The HDP PC will also support the tracking of programmatic financial resource allocation and facilitate other programme support processes with regards to the timely and smooth set up and running of field activities. Based in Kyiv, the PC will travel extensively in DRC area offices and other field locations to facilitate these process and build DRC HDP capacities on programme quality compliance. Under the supervision of the HHDP, the PC will also contribute to the development of the HDP contribution to DRC operations in Ukraine and -when asked- support internal engagement and external representation. 

 

Main Responsibilities:

  • Responsible for compiling/ coordinating inputs into HDP concept notes/proposal inputs in close collaboration with Area TFMs, other HDP team members and sector managers/advisors, in line with grants management guidelines.
  • Responsible for the consolidation of HDP reporting inputs from programme side in close collaboration with the area TFMs, sector managers/advisors, in line with grants management guidelines.
  • Responsible for monthly and ad-hoc consolidation of programme updates in line with internal and external requirements;
  • Ensure programme related documents and information is saved in correct formats and stored appropriately (eg. reporting, proposals, strategy documents, progress data) and shared when required to donors, HQs and other recipients.
  • Support the tracking of HDP programme budgets and financial inputs, through monthly and ad-hoc reviews in collaboration with budget holders and DRC finance department.
  • Support the HDP field activities with programme related, logistical, finance and admin support as required and in cooperation with DRC support functions; field visits to support the operational teams will be required to ensure adequate logistical, financial, and administrative support.
  • Support the MEAL Manager with the development and implementation of strong data collection and monitoring & evaluation plans within each HDP Project, including well-designed log-frames and indicators.
  • Support the field implementation of project cycle management related processes in line with DRC guidelines and HDP standards.
  • In line with the mission strategy and needs, assist the HHDP in the development of HDP strategic and programme inputs for Ukraine within the HDP global framework.
  •  Support the communication of HDP’s work for the general public, in collaboration with Head of HDP, OM, and DRC Communication Manager.

 

Experience and technical competencies: 

  • Minimum 3 years' previous relevant experience in NGO, civil society, UN and similar working environment
  • Experience working on programme development, fundraising and reporting, project cycle management and capacity building of staff
  • Demonstrated ability to perform complex tasks and to prioritize multiple projects
  • Ability to analyse administrative, programme and financial inputs in compliance with internal/external requirements
  • Experience of working in insecure environments.
  • Fluency in written and spoken English.
  • Good knowledge of Microsoft Office package and applications.
  • Willingness to embrace and further develop cross-cutting objectives such as gender equity, impact monitoring, and cross-sector cooperation.
  • Excellent communication skills – both oral and written

 

Desirables

  • Practical experience of programming in the field of human security, including mine action, armed violence reduction, security sector reform and/or peace-building.
  • Knowledge of humanitarian mine action concepts and International Mine Action Standards.
  • Familiarity with IM systems such as IMSMA
  • Preferably a post-graduate degree in Social Sciences, International Development, Business and Management or related areas
  • Knowledge of Ukrainian and/or Russian languages.

 

Education:

BA/preference MA in Social Sciences, International Development, Business and Management or related areas

 

Languages:

Excellent verbal and written proficiency in English.
