Organizational Context

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of  Technical Cooperation and Sustainable Industrial Development (TCS) under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs.

The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.

 

Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Directorate houses the technical Divisions of Capacity Development, Industrial Policy Advice and Statistics (TCS/CPS); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensure close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).

 

The Division of Circular Economy and Environmental Protection (TCS/CEP), under the supervision of the Managing Director of TCS, and in close coordination with other organizational entities within UNIDO, contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment.

 

The Division promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution.

 

It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.

 

The Division coordinates its advisory and service delivery with the services offered by other technical departments and other relevant organizational entities of UNIDO. Regarding global trends and advocacy, the Division coordinates closely with TCS/CPS and the Office of the Managing Director.

 

This position is located under the Montreal Protocol Unit (TCS/CEP/MPU) that is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement.

 

Making use of the capacity building and policy support, the services of the Unit foster transformation in manufacturing concerning technologies used in refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.

 

The Industrial Development Officer works under the overall guidance of the Director, Division of Circular Economy and Environmental Protection; the direct supervision of the Chief of the Montreal Protocol Unit; and in close collaboration with the colleagues to support the mandate of the Unit for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment.

The Industrial Development Officer is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Division; (b) in creating an enabling environment for team work which is catalytic to achieving results; (c) in building relationships which contributes to partnerships resulting in strategic collaborations and (d) in achieving results within a professional team.

 

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

 

Staff -members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

 

Main Responsibilities:

 

As a team-leader or member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of the Division and the outcomes of Department:

 

  • Programme Development:  Develop and formulates technical cooperation projects/programmes in the area of Montreal Protocol in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval, this includes, preparation of work programmes and business plans for all UNIDO Montreal Protocol (MP) projects funded by the Multilateral Fund (MLF).

 

  • Programme Implementation:  Assume responsibility for the provision of projects/programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation, including missions to the project site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes.

 

  • Monitoring and Reporting: Assume responsibility for portfolio level annual reports, and reports submitted for review and approval by the Executive Committee meeting of the MLF. Monitor specific aspects of project implementation, in line with portfolio level plans, identifying problems and proposing actions to be taken to ensure consistency with guides and decisions. Review and analyse documents prepared by the MLF, provide comments to the MLF Secretariat where needed, and disseminate the information to all project teams within the division, ensuring timely follow up on pending actions, integration of decisions in project planning, implementation and reporting. Ensure that portfolio level results are reported in line with the Integrated Results Performance Framework

 

  • Funds Mobilization: Cooperate with other units in-house in mobilizing the funds necessary for project and programme implementation. Prepare portfolio level reports to donors on the use of funds and report on the achievements against the set performance targets.

 

  • Global Forum Function: Assist in the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.) and in their running. Prepare technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepare UNIDO publications and other information dissemination aids and tools. Keep abreast of technical and economic developments in the areas of the Division’s mandate through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. Review and analyse project documents and reports, as well as financial reports, Executive Committee decisions, MLF guides and other documents in preparation for Inter-agency coordination meetings and Executive Committee meetings;

 

  • Perform other related duties and assignments as required.

Minimum Organizational Requirements:

 

Education: Advanced university level (Master's or equivalent) degree in Economics, Environmental Management, Engineering or another field relevant to UNIDO’s mandate, is required.

 

Experience: A minimum of five (5) years of relevant professional experience, including some at the international level, involving technical cooperation in developing countries, is required. Experience in all phases of the Project Cycle, is required.  Experience in portfolio level monitoring and reporting, is desirable. Experience in the UN and in the implementation of Multilateral Environmental Agreements is desirable. Experience with the Montreal Protocol is desirable. Experience evaluating the needs, conditions and problems in developing countries, is desirable.

 

Languages:  Fluency in written and spoken English is required.  Fluency in or working knowledge of other United Nations language(s), is desirable.

 

 

NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.

 

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
