Could you use your knowledge and experience of Planning, Monitoring, Evaluation, Accountability & Learning (PMEAL) and Community Engagement & Accountability (CEA) to support quality programming in partnership with the Ukrainian Red Cross Society (URCS)?
About the Role
The PMEAL & CEA Adviser will support the development of PMEAL and CEA capacities of URCS and assure that programmes supported by the British Red Cross (BRC) adhere to quality standards.
The role will also support other BRC Programmatic teams, including Cash, Information Management, Restoring Family Links, and Safeguarding in Ukraine. This role will work with the URCS Branches to develop and implement monitoring/measurement frameworks to their programming, and ensure CEA is effectively mainstreamed.
Key Responsibilities
- Work with BRC-supported programmes in URCS at National Committee and Branch level to strengthen their approaches to CEA.
- Support the use of the International Quality Management (IQM) system by regional and technical teams.
- In collaboration with other BRC advisers and consultants, support the design and implementation of reviews, evaluations, and learning events.
- Supported by BRC CEA Advisers, act as a CEA champion for their region to ensure that CEA is integrated into programmes and aligned to PMEAL systems.
- Support and mentor PMEAL staff in URCS when requested. Coordinate peer exchange and sharing of best practices on CEA-related approaches.
What we are looking for…
Good knowledge of PMEAL and CEA approaches within the humanitarian system or international development context, with significant hands-on up-to-date understanding of monitoring, evaluation and impact assessment.
Proven PMEAL technical and advisory expertise in international, cross-cultural contexts.
Proven experience of providing PMEAL advice and support within a project or emergency programme.
Field-level experience of designing and implementing key CEA approaches.
Working knowledge of written/spoken Ukrainian or Russian desirable.
