Terms of Reference
The individual consultant will be working towards advancing the implementation in the region of UNHCR Strategic Framework for Climate Action and the Operational Strategy for Climate Resilience and Environmental Sustainability, as well as follow-up to the COP27 and its impact in the Americas, ensuring all interventions are in line with UNHCR Strategic Directions 2022-2026.
It is expected that h/she will undertake the following tasks:
1. Assist in the development of our Regional Climate Action Plan (RCAP) in collaboration with Bureau colleagues and operations.
2. Support the Bureau with the organization of a regional workshop combined with DSPR “theory of change methodology” workshop to develop the RCAP.
3. Liaise with UNHCR Special Advisor for Climate Action Office regularly and attend the monthly Climate Action Task Team meetings.
4. Support the development of national Climate Action Plans, including mainstreaming climate action into all sectors and aspects of the country operations.
5. Mapping regional and country initiatives.
6. Support DIP study on the application of Cartagena Declaration to persons displaced by climate change and disasters.
7. Support capacity-building, provide advice and development of new guidance and tools as required.
8. Assist the Bureau colleagues in their engagement with regional Processes (R4V, MIRPS, RedLac, Caricom) and regional coordination mechanisms (IBCs), ensuring displacement and the protection of people displaced are included in their agendas.
9. Support Bureau colleagues’ part of all relevant sectors and clusters to ensure environmental and climate action concerns and impact mitigation measures are included in operational responses.
10. Support Programme colleagues in the inclusion of climate action in programmatic intervention, planning and reporting (Climate Action Marker, RBM, indicators & COMPASS) and in their work with UNHCR implementing partners to ensure environmental considerations are adequately integrated in their planning.
11. Support other UNHCR units, including Public Information / Communications, External Relations, Partnerships, Operations, Supply, M&E, and Reporting on issues related to environment and climate action.
12. Support inclusion of environmental and climate action considerations into emergency preparedness and response processes.
13. Provide support, including on M&E for projects, and follow up to operations implementing climate action and environmental resilience initiatives and pilots;
14. Support capturing lessons learned around climate action initiatives and undertake regional activities to share and cascade findings;
15. Work with operations to explore new opportunities to develop, refine or expand climate action and environmental resilience programming and pilot innovative approaches.
