Background/IRC Summary:
Months of escalating Russian hostility
towards Ukraine have culminated in a concerted invasion of the country and the
launch of military attacks across multiple cities in Ukraine, to destabilize
the country and provoke a change in government. Fleeing insecurity, Ukrainians
are traveling west, with Poland establishing eight reception centers along its
border with Ukraine, for an estimated 1 million arrivals.
Between February 7 and 23, 2022, an IRC
team undertook a scoping mission covering Poland and Ukraine to better
understand the context, humanitarian and civil society landscape, and
anticipated service gaps in the event of an escalation of conflict in Ukraine, consequent
displacement in neighboring Poland. As of February 24th, the IRC has pivoted to
emergency response and has identified partner agencies in Poland and Ukraine to
facilitate immediate assistance that can be used where it is most needed.
Simultaneously, IRC/partners will launch a rapid needs assessment to understand
better the humanitarian needs in both Poland and Ukraine and how IRC can complement
partner response services either in breadth or scale
Job Overview/Summary:
The Finance Officer reports to
the Finance Manager. He/she will support the Finance Manager and is responsible
for preparing financial statements and maintaining cash controls. The Finance
Officer must work within the Financial Manual of IRC, Tax Policies, and
Procedures and be in compliance with all National Acts and Legislation.
Responsibilities:
Specific duties
Maintain Custody of the Cash Box. Make Payments as necessary. Day-to-day control of cash document preparation.
Review all POs and PRs for proper coding and budget adequacy before payment.
Review all payment documents for proper and adequate backup. Process inputs in ERP system and client bank.
Control and day-to-day guidance of the Finance Assistant.
Control and liquidation of petty cash and corporate card expenses.
Participation in processing payroll and downloading transactions in the ERP system. Preparation of incentive workers’ payroll in the field.
Participation in the month-end closing process.
Assist in implementing Finance policies, procedures, and systems.
Ensure compliance with IRC procedures and guidelines.
Review expenditure spreadsheets for accuracy and completeness.
Finance/Budgeting:
Act always following local law and standards of accounting practice.
Review to gain a clear understanding of budget guidelines and instructions
Review funding allocations to enable proper guidance to programs and proper coding.
Provide training to program staff on finance issues.
Assist in budget preparation at the field level.
Common duties:
Attend and participate in training identified/organized by your supervisor
Follow any new procedures and guidelines designated in circulars from Country Director
Perform other duties as may be assigned by your supervisor
Security/Communication:
Communicate
with Finance main office on security issues within the office and outside
the office.
Report
to the Finance Manager any irregularities within the IRC office, staff
compound, and sites on policy and procedures.

Job
Requirements:
Bachelor’s
degree in accounting from a recognized College/Institution. ACCA/CPA qualification will be preferred.
Minimum
of three years of accounting experience.
Computer
literate with significant experience in Excel and accounting packages. Knowledge
of the Integra system will be an added advantage.
The
candidate should be mature, with a stable personality and the ability to
maintain confidentiality.
Exceptional
interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.
Languages Requirements: Fluency in Ukrainian and
English.
