The incumbent reports administratively to the Head, Administrative Support Section, Microfinance Department (MD), and technically to the Senior Functional Expert, HQ Gaza.

Responsibilities

Performs system analysis on requirements and change requests received from MD stakeholders on MD systems, including LMIS, ePayment, IFRS9 and other relevant models, ensuring that detailed system specification documents are captured and documented comprehensively; takes part in the, and ensures smooth, implementation and rollout.

Coordinates with MD and Information Management and Technical Department (IMTD), at HQs and Fields, to support the implementation of Microfinance Information Management & Technology initiatives and projects, ensuring full compliance to IMTD policies, frameworks, and standards.

Conducts support and maintenance of IMT systems for the MD in coordination with IMTD’s technical teams and/or external service providers, delving into problem and difficulties performing root-cause analysis to address issues and propose remedial actions along with detective and preventative controls as needed.

Conducts and manages User Acceptance Testing (UAT) and undertakes quality assurance checking and signs off for fixes/changes against the functional requirements, ensuring needs are accurately reflected in those fixes/changes.

Coordinates outsourcing arrangements with vendors including monitoring of performance, reporting and recommending corrective actions when needed and following up their implementations.

Develops and implements detailed system documentation as assigned by the supervisor and maintains these in the automated document repositories.

Develops and provides training sessions to MD staff on new systems or system changes as required, ensuring efficient utilization of the available systems.

Education

A university degree from an accredited educational institution in computer science, computer engineering, information systems, or other related discipline.

Work Experience

A university degree from an accredited educational institution in computer science, computer engineering, information systems, or other related discipline is required.

At least five years of relevant work experience in the area of information systems and software applications development and implementation including two years with proven experience in an automated functional system(s) in one area or more of those implemented in UNRWA (such as Microfinance, refugee registration, relief & social services, education, health management, ERP solutions and alike) is required.

Experience in, and knowledge of, Business systems and data analysis, Business Intelligence, Low Code Platforms, Microsoft DevOps, relational databases and SQL server, MS Office, MS Project or similar tools is required.

Knowledge or experience in implementing UNRWA systems or complex multi-functional application systems is desirable.

Experience or knowledge of testing automation tools is desirable.

Project Management Certification (PMP, Prince2, Agile) is desirable.

Special Notice

Type of Contract: Limited Duration Contract (LDC), ML5A.

The Limited Duration Contract applies to UNRWA internal candidates on LDC.

Duration of Contract: 1 year (Renewable upon availability of Funds, satisfactory performance and continuing need).

Grade & Salary: LDC- ML5A; monthly basic salary ranges $ 1,592.60

Other Benefits: Other benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the duration of the contract where less than one year, and family allowance (if applicable).

The incumbent may be required to travel in the Agency’s area of operations.
