Please note that the successful candidate will be employed by The Geneva International Centre for Humanitarian Demining (GICHD) and will work in partnership with The HALO Trust in Sri Lanka.


About GICHD:

The Geneva International Centre for Humanitarian Demining (GICHD) works towards reducing risk to communities caused by explosive ordnance, with a focus on landmines, cluster munitions and ammunition stockpiles.

The Centre helps develop and professionalise the sector for the benefit of its partners: National and local authorities, donors, the United Nations, other international and regional organisations, non-governmental organisations, commercial companies and academia. It does so by combining four lines of service: field support focused on advice and training, multilateral work focused on norms and standards, research and development focused on cutting-edge solutions, and facilitating dialogue and cooperation.

Collectively, our advisors support around 40 affected states and territories every year, while working very closely with partner organisations to achieve our goals. The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). For over thirty years, we have been saving lives and helping war-torn communities recover, by making their land safe. Our mission is to protect lives and restore the livelihoods of those affected by conflict.

HALO is known for its work to clear landmines, but we also lead on dealing with unexploded ordnance, from bullets to aircraft bombs, and we educate communities to keep them safe. HALO has been working in Sri Lanka since 2002 and now has over 1,300 staff working in the Northern Province. To date, HALO has safely destroyed over one million items of explosive ordnance, including more than 270,000 anti-personnel landmines. The explosive ordnance contamination is a result of over three decades of civil war that ended in 2009. HALO and other mine action stakeholders are working to clear Sri Lanka of all known contamination by 2028 to meet Sri Lanka’s obligations as a state party to the Anti-Personnel Mine Ban Convention.

About the role:

The GICHD is working to implement an Information management system to support the mine action program in Sri Lanka and its various processes. The importance of implementation and maintaining an IM system in Sri Lanka to support mine action activities has led to the national authority to request GICHD’s support in migrating the national IMS system from IMSMAng to IMSMA Core. The GICHD is working closely with the Sri Lankan NMAC to deploy the Information Management system (IMSMA Core) and to build the national IM capacity and resources in Sri Lanka.

The Information Management Specialist will act as the technical advisor for the development and implementation of the Sri Lanka IMSMA Core system.

Position: Information Management Specialist (IMS).

Reporting to: GICHD Project Manager (IM focal Point for Sri Lanka)

Workload: 100 %

Main Responsibilities

  • Work closely with the Centre’s PM (IM Sri Lanka focal point) in understanding the MA end-user IM requirements and designing processes and tools to address those needs and requirements.
  • Provide IM and GIS support (in the context of IMSMA Core) to the Sri Lanka NMAC.
  • Work closely with the national authority IM team.
  • Coordinate deployment and maintenance of IMSMA Core in Sri Lanka.
  • Monitor Sri Lanka IMSMA Core implementation including the implementation of the structures and SOPs.
  • Provide IM/GIS support to humanitarian mine action partners in coordination with the Centre’s IM Sri Lanka focal point.
  • Prepare IMSMA Core training material and deliver training courses as needed.
  • Conduct IM capacity assessment of Sri Lanka Mine Action program provide recommendations and assessment reports, as baseline for future workplan.
  • Develop an IM work plan based on the result of the assessment report, in coordination with Centre’s PM.
  • Assist and follow up with Sri Lanka NMAC in the implementation of the IM workplan and trainings.
  • Develop capacity of Sri Lanka NMAC IM staff by conducting relevant IM trainings, workshops and providing technical advice.

  • Lead in identifying/updating IM processes, IM procedures, process mapping and writing relevant guidelines.
  • Coordinate with the relevant stakeholders as focal point for the project, most notably INGOs and local NGOs, on all matters related to IM/IMSMA and ensure that professional relations are maintained.
  • Ensure all required hardware and software is in place for Sri Lanka NMAC to conduct its mandated work in IM/IMSMA and assess any needs not covered.
  • In dialog with Centre’s PM, assist in implementation, monitoring and management, with emphasis on relevance, quality, cost efficiency and impact.
  • Develop data collection processes and overall data management activities (including encoding, storing and processing) and support IM standardization and analysis of the collected data and information.
  • Ensure timely preparation and generation of information products, and support on information sharing and dissemination through web platforms to all relevant Humanitarian implementing partners.
  • Maintaining project and software documentation;
  • Acting as the in-country focal point for the Centre in Sri Lanka;
  • Making suggestions for improvement;

  • Fulfilling other tasks as assigned by the Centre’s PM.

Requirements

Competences

  • Fluency and efficient communication skills in spoken and written English.
  • Fluency in local language preferred.
  • University degree in Computer Science, GIS, Information Management or equivalent.
  • Experience in Mine Action development and implementation of IM systems for national authority.
  • Experience in delivering training courses and leading workshops for diverse audiences.
  • Confident and effective writer and public speaker.
