The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Under the overall supervision of the Head of the Field Coordination Unit in the OCHA Mozambique – Cabo Delgado Sub-Office in Pemba, the National Field Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in Mozambique.

In particular, s/he will be conducting tasks in support of the operationalization of the Humanitarian Response Plan for Mozambique through: 

  • Facilitate humanitarian actors’ access in the field.
  • Establish the necessary links with Military Liaison Officers and civmil personnel in UN and NGOs.
  • Monitor, analyze and report on any major humanitarian access progress as well as identify and follow up on any potential or actual friction points in relations between the humanitarian and military communities.

Position Purpose

Under the direct guidance and supervision of the Head of the Access and Civil Military Coordination Unit in the OCHA Mozambique – Cabo Delgado Sub-Office in Pemba, the National Field Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in Mozambique

Key Duties and Accountabilities

Ensures implementation of programme strategies focusing on achievement of the following results:

•             Together with the Field Coordination Unit monitor, analyze and report on the humanitarian situation as a result of conflict, natural disasters, etc. in northern Mozambique, and elsewhere in Mozambique as needed. 

•             Collect and maintain primary data and information on the humanitarian situation in northern Mozambique, and other parts of Mozambique if needed, to support decision-making.

•             Support the development and implementation of the humanitarian programme cycle (HPC), including supporting common information processes such as preparedness, needs assessment, strategic planning, resource mobilization, implementation and monitoring.

Facilitate access & civmil coordination to enable humanitarian operations:

•             Provide secretariat support to the Humanitarian Access Working Group and the Civil Military Advisory Group, including organizing meetings (agendas and invitations), preparing documents and presentation, drafting minutes and following up on agreed action points.

•             Support strategic and operational decision-making by processing and analyzing data and information and presenting it in user-friendly formats (e.g. situation reports, maps, etc.). 

•             Support in strategic and operational access coordination to provide timely coordinated humanitarian assistance to the most vulnerable people in need as a result of conflict and/or natural disasters, based on operational requirements.

•             Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value access data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.

•             Prepare or contribute to the preparation of written reports and information management products, including documents and communications on the humanitarian situation in Mozambique, situation reports, talking points, 5W updates, as well as donor reports, supporting reporting as well as corporate outreach and advocacy.

•             Actively liaise with relevant civilian and security regional, national and provincial entities (FADM, SAMIM, RDF, INGD, INAM, etc.), and humanitarian partners to triangulate humanitarian access information and effectively identify and map humanitarian needs and response activities in assigned areas.

Participates in effective information management focusing on achievement of the following results:

•             Track information required for early warning of humanitarian emergencies in the country and support the development of preparedness measures.

•             Prepare briefing materials and presentations providing up-to-date analysis on access trends and developments on the humanitarian situation in assigned areas.

Provides top quality advisory services to the partners and facilitation of knowledge building and management focusing on achievement of the following results:

•             Maintain a network of contacts among key partners and stakeholders, including national and international NGOs, UNDSS, Red Cross Movement, national and provincial authorities, defense and security focal points and the humanitarian community in Pemba. 

•             Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps.

•             Carry-out other activities as requested by the Head of the Access and CMCoord Unit and/or Head of OCHA Pemba.

Recruitment Qualifications

Education

•             Advanced university degree (Master’s degree or equivalent) in Political or Social Science, Law, International studies or other relevant degree is required or. 

•             A Bachelor’s degree in combination with 2 additional years of relevant and qualifying experience in the field of humanitarian affairs will be given due consideration in lieu of the Advanced University degree.

 Experience, Knowledge, and Skills

•             A minimum of 2 years combined experience and/or academic experience working in civil-military affairs, and/or international relations or aid work. 

•             Experience in humanitarian coordination, emergency preparedness and response, humanitarian project cycle (HPC), research, analysis and reporting. Experience with humanitarian coordination. 

•             Experience working with humanitarian counterparts and capacity building/training.

•             Understanding of humanitarian operations and principles, and advocacy. 

•             Experience in liaising with military and security actors. 

•             Ability to communicate clearly with a demonstrated openness in sharing information and keeping people informed.

•             Demonstrated ability to work with a wide range of actors under significant time and logistical constraints and deliver results.

•             Excellent computer knowledge (Microsoft Office applications: Word, Excel, PowerPoint), E-Mail programmes (MS Outlook), Internet search machines and responsible virus-free internet usage. 

•             Previous similar work experience in the Province of Cabo Delgado is highly desirable.

•             Familiarity and good knowledge of social, political, and economic conditions in the region.

•             Proven abilities in data collection, compilation, analysis, and reporting with the ability to write in a clear and concise manner and effective oral communication.

•             Proven skills in conducting and participating in meetings and reporting.

•             Ability to communicate with technical as well as non-technical people.

•             Ability to work with multicultural teams and international professionals.

•             Ability to work under pressure.

•             Fluency in English and Portuguese is required.

•             Working knowledge of Emacua, Chimakonde, Kimwani, Swahili, Ngoni or Yao desirable.
