MANDATE OF THE DEPARTMENT:
UNAIDS is mandated by the UN General Assembly to collect data from countries and report progress toward global AIDS response targets.
The Data for Impact Practice leads this AIDS response tracking and reporting, tracks progress and responses towards established targets, identifies inequalities and gaps in the AIDS response, and works to enhance countries' strategic information capacities on the HIV epidemic and response with regards to epidemiology and demographic impact, prevention, treatment and care, societal enablers including laws and policies, and resources (resources
with the Equitable Financing Practice).
Main tasks and Responsibilities of the Position:
Reporting to the Director, Data for Impact, the Head of Strategic Information to Close Inequalities takes a lead role in estimating and measuring inequalities in the HIV epidemic and response.

He/she has the following key responsibilities:
Support the Director, DFI in the management and coordination of the workstream related to epidemiology and identifying inequalities, including but not limited to managing the budget; advising, guiding, and motivating team members; raising additional resources; recommending innovative strategies and resolving issues toward achieving the mandate of the department and practice.

Promote and support strategic analyses of the AIDS epidemic and the response, building on state-of-the-art scientific and technological developments, including a granular understanding of the HIV epidemic at fine geographic, age, and population levels. Improve the use and dissemination of data, through collaboration at country, regional and global levels including with global partners and co-sponsors.

Identify and set standards and promote the implementation of sound and innovative surveillance and monitoring policies and strategies toward the development and implementation of harmonized surveillance and monitoring systems, grounded in country realities ensuring coherent approaches across UN agencies.

Take a lead role in the production and dissemination of up-to-date and evidence-based data, epidemiological estimates, and analysis of the epidemic and its impact, together with innovative approaches to data systems management and knowledge sharing.

Establish, encourage, and strengthen productive relationships between UNAIDS and representatives from cosponsors, governments, regional, national, and governmental institutions, foundations, and other partners, and as delegated, donors and donor agencies, to promote collaborative synergies; and to represent DFI at technical meetings and international conferences.

Perform other related duties as assigned, including replacing and backstopping others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities. A first relevant university degree combined with 17 years of relevant working experience will be considered as equivalent for internal candidates.

Desirable: Ph.D. or post-graduate degree in one of the above fields, complemented by a degree or studies in business/public administration or management.

Experience:
Essential: At least 15 years of experience in international public health with a focus on public health and AIDS programmes, including at least five years in technical assistance towards developing and strengthening country-level systems based on quantitative and qualitative evaluation and research methods. Experience in the management of multi-disciplinary teams.

Desirable: Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV. Experience with the UN System and major international actors and partners in the field of HIV.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 106,023 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
