Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.


Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.


Since its establishment, the GCF has approved 209 projects in 123 countries and has committed USD 11.4 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
Under the guidance of the Data, Results and Knowledge Management Lead, the Senior Results, Data and Knowledge Management Specialist will deliver on three key areas of work:  

  1. Data management to support effective portfolio selection, the monitoring of implementation with respect to project/programme performance including risk & results, resource allocation and the tracking of institutional performance. This would also include liaising with the ICT with respect to the development of systems, tools and platforms as relevant. 
  2. Knowledge management including coordination with DPM teams such as Portfolio Implementation Monitoring and Management (PIMM) Funded Activities and Readiness, the Quality Assurance and Monitoring and Evaluation (QAME) team, the DPM Sector team and the Knowledge Management Team in the Officed of the Executive Director (OED) and 
  3. People management including leading and organizing the RDM team to deliver KPIs. 

 

To support these efforts, the Senior Data, Results and Knowledge Management Specialist will play a key role in the design and operationalization of the Fund–wide (integrated) results, performance and resources management architecture and data management system. S/he will also take the lead in building Secretariat – wide portfolio data governance for Funded Activities, the Project Preparation Facility (PPF), and the Readiness and Preparatory Support Programme (RPSP). 

 

The Specialist will be responsible for the day-to-day management of the GCF’s portfolio data and oversee Fund – level results and implementation performance – based analyses, reporting and portfolio-level data management including as part of early warning systems and for decision making. Accordingly, and in collaboration with the PIMM teams for Funded Activities and Readiness, s/he will spearhead portfolio management actions and through the provision of actionable insights through effective and efficient data management, ensure the successful implementation of projects throughout the lifecycle. S/he will update/operationalize an integrated early warning system and the formulation of the appropriate interventions and corrective actions based on lessons learned. S/he will also lead key functions, including but not limited to: 

  1. developing and implementing strategies for analyzing and verifying impact/outcome – level results and interpreting these data and transforming them into useable knowledge from the GCF portfolio  
  2. overseeing the development of new modules and or databases for the existing portfolio performance management system (PPMS) 
  3. reporting on the results of GCF’s investments and other portfolio performance aspects to various internal and external stakeholders, and  
  4. managing high-priority projects such as implementing and evolving the GCF’s data management strategy 

 

S/he will demonstrate a sound knowledge of integrated results and resources management systems, monitoring and evaluation (M&E), data management approaches, knowledge management frameworks and implementation approaches, capacity development around results – based management strategies, and knowledge capture and learning.  

 

Purpose

  • Play a key role in the efforts in the design and operationalization of GCF’s integrated results and resources management architecture, including accuracy, robustness, and relevance. 
  • Regularly lead the provision of analyses on the status of the portfolio under implementation through a system – based results management approach and by using state – of – the art data management and learning methodologies.  
  • Propose and lead the RDM team in generating and implementing innovative solutions to close any identified gaps in portfolio performance. 
  • Provide/ensure data and support to DPM and other units with respect to their conduct of Fund-level self and independent evaluations.  
  • Ensure that there are effective mechanisms, tools, systems, and processes to capture lessons learned. 
  • Provide effective means of disseminating knowledge and learning through the implementation/operationalization of learning loops. 
  • Oversee portfolio – level results analytics and reporting across the Secretariat. 

 

Engagement

  • Lead and advocate for the implementation of data governance across the GCF through the application of data management guidelines for GCF operations, e.g., in compliance with the IRMF, MAF and the GCF’s Data Management Manual. 
  • Coordinate and guide the review and establishment of required systems, manuals, tools, and operational procedures for portfolio and data management functions. 
  • Lead the development of a coordinated approach to knowledge capture/acquisition, organization, access/search, and dissemination in collaboration with the DPM’s Knowledge Management Specialist and the Knowledge Management Team in OED. 
  • Liaise with PIMM FA and Readiness teams with respect to the formulation of portfolio management actions and strategies to ensure the health of the portfolio and the timely, adequate implementation of projects throughout the lifecycle. 
  • Collaborate with PIMM team to regularly review and update early warning signals to inform interventions and corrective actions based on portfolio – level quantitative and qualitative analyses of project reports and lessons learned. 
  • Advocate for review, resourcing and updating of the GCF’s Portfolio Performance Management System (PPMS) and other portfolio management platforms in cooperation with ICT and relevant divisions/offices to support the evolving needs of the organization. 
  • Advocate for and provide technical guidance to relevant divisions and accredited entities on appropriate and standardised M&E data requirements for tracking and reporting on GCF operations/investments as guided by SMT and GCF Board – approved frameworks/policies. 

 

Delivery

  • Lead efforts on the development of GCF portfolio status reports on Funded Activities, RPSP, PPF and other portfolio – related reports, including annual portfolio performance reports and other reports to internal GCF committees. 
  • Liaise with internal and external stakeholders to address portfolio–related information requests e.g., GCF Board, Conference of the Parties (COP), UN Agencies, OECD, GEF, and contributors. 
  • Work with other divisions and workstreams to ensure integrity of the GCF portfolio data and thus accurate and credible reporting e.g., in Board documents, website, etc. 
  • Collaborate in the design, elaboration and refinement of data – related concepts such as the GCF taxonomy and data dictionary. 
  • Supervise, guide and manage the work and performance of the RDM team, including full – time staff, consultants and interns including identifying development needs, providing coaching and feedback and delivering performance reviews.  
  • Represent DPM in internal working groups and initiatives as well as representing the GCF Secretariat in external meetings, as required. 
  • Lead the team in the provision of substantive support to Senior Management with respect to preparations for GCF Board meetings, missions, conferences, and other events pertaining to the functioning of the DPM, e.g., preparing portfolio briefs for the Office of Executive Director DPM/other relevant divisions and offices.  
  • Carry out any additional tasks as assigned by the Lead of the Data, Results and Knowledge Management and the Director of DPM.  

 

Requirements (Education, experience, technical competencies required of the job) 

  • Master’s degree in social sciences, development studies, environment, economics or other related fields.  
  • Proven team management experience with strong supervisory, mentoring and coaching skills.  
  • Minimum of 11 years of relevant work experience.  
  • Strong experience in results – based management, optimization of M&E protocols/toolkits, portfolio – level monitoring/management, and knowledge capture in climate change and/or development programming.   
  • Strong knowledge of GCF’s working modalities and financial instruments (grants, loans, guarantees and equity).  
  • Sound expertise in the application/operationalization/visualization of data – sets within portfolio monitoring and management.  
  • Experience in establishing strong working relationships with colleagues from different functions and cultures as well as the proven ability to resolve conflict and arrive at mutually beneficial outcomes 
  • Excellent knowledge of the UNFCCC framework and comparable climate finance mechanisms, especially in the context of results – based management, M&E and portfolio management. 
  • Proven track record in taking up leadership positions and working independently. 
  • Strong competency and proficiency in integrated results and resources management, data analytics and management.  
  • Proficiency in applying results metrics and tools in complex climate change projects. 
  • Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access.  
  • Significant experience working across the project implementation lifecycle and with diverse financial instruments.  
  • Excellent written and oral communication skills in English. 
  • Knowledge of another UN language would be an advantage. 
  • Willingness to travel, as and when required.
