Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.


Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.


Since its establishment, the GCF has approved 209 projects in 123 countries and has committed USD 11.4 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The Data Management Officer will support data governance across the GCF portfolio for Funded Activities, PPF and Readiness. S/he will ensure the successful collection and consolidation of data and information on the performance of GCF’s portfolio of projects for both Funded Activities and the Readiness throughout the lifecycle, to inform the identification of early warning signals and formulation of interventions and corrective actions, based on portfolio-level quantitative and qualitative analyses. S/he will also contribute to key functions across the Secretariat, including but not limited to (1) reporting on the GCF portfolio, its performance and impact results to various levels of internal and external stakeholders, and (2) leading the conceptualization and build of portfolio performance management systems, tools, platforms, etc.... (3) Support the optimization of knowledge capture and key lessons to be used for learning loop and knowledge product development within DPM  

 

Purpose

  • Under the guidance of the Sr. Data, Results and Knowledge Management Specialist  
  • Support the implementation and management of data governance across the GCF portfolio for Funded Activities, PPF and Readiness. 
  • Lead the use of data to identify early warning signals, trends and formulation of interventions and corrective actions based on portfolio-level quantitative and qualitative analyses and review of project progress reports such as annual performance reports, financial reports, and mid-term/final evaluation reports. 
  • Expand the use of the Open Data Library (ODL) through the conceptualization and operationalization of additional dashboards which have been defined through the gathering of user and/or stakeholder requirements. 
  • Support the continued implementation of the GCF’s Data Management Strategy 
  • Operationalize portfolio data management functions and define and develop operational guidelines, protocols and templates on data and results management Including the Data Management Manual 
  • Contribute to the development of internal data modules to track compliance with covenants, conditions, Board approved policies, procedures, and internal guidelines, as applicable. 
  • Contribute to data management of M&E functions, including the development and implementation of M&E data input guidelines for GCF operations. 
  • Identify, analyze and interpret portfolio trends or patterns in complex data to provide recommendations for action on portfolio performance. 
  • Conduct data modeling on results including extrapolations and as required for various needs including Secretariat Work Programmes and replenishment papers. 

 

Engagement

  • Collaborate with the KMT in OED on the design and elaboration of data-managements standards, tools and frameworks such as the GCF’s taxonomy and the data dictionary. 
  • In collaboration with other DPM workstreams, to establish key performance indicators to assess project implementation and impact results in an effective manner. 
  • Continue development of the Portfolio Performance Management System (PPMS) and other portfolio management platforms in cooperation with ICT and relevant divisions. 
  • Support the development of a coordinated approach to data capture/acquisition , organization, access/search and dissemination in collaboration with the DPM’s Knowledge Management Specialist and Data Management Specialist, as well as the Knowledge Management Team in OED 
  • Collaborate with other workstreams to develop/update portfolio dashboards for internal and external stakeholders on use a regular basis e.g. OC Performance dashboards GCF Board bulletin, senior management, and GCF website cross-divisional portfolio review meetings - bi-weekly. 
  • Lead sensitization efforts including devising a training plan for various audiences with respect to tools, systems and frameworks. 

 

Delivery

  • Support or prepare GCF portfolio status reports for each Board meeting and other portfolio-related reports, including for senior management and other relevant fora. 
  • Support the operationalization of data management aspects such as the application of data quality standards to ensure that the data is reliable and fit-for-purpose. 
  • Liaise with internal and external stakeholders to address portfolio-related information requests e.g., GCF Board, Conference of the Parties (COP), UN Agencies, OECD, GEF, and key contributors. 
  • Provide portfolio-related feedback and input to GCF documents such as briefs, and policies including CIC, OC and evaluations. 
  • Streamline data provision of the portfolio status to inform portfolio implementation, monitoring and adaptive management as well as generation of knowledge (extraction, production, dissemination). 

 

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree in information science, management, economic development, environmental sciences, statistics, or related fields. 
  • A minimum of 4 years of relevant work experience. 
  • Experience in applying expertise and knowledge with big datasets within the area of portfolio monitoring and management.  
  • Proved track record in taking initiatives and working independently. 
  • Strong competence, proficiency and full autonomy in standard data analytics and management software such as Tableau, STATA, R, MATLAB, ArcGIS and spatial data management tools. 
  • Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access. 
  • Excellent written and oral communication skills in English. 
  • Knowledge of another UN language would be an advantage.

  • Exceptional organizational skills, facilitating communication between various levels of management, and multi-tasking to meet deadlines with high-quality deliverables.
