In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego under its flagship health systems strengthening project NISHTHA (funded by USAID), is providing technical assistance to the national and twelve state governments on strengthening comprehensive primary health care by operationalizing health and wellness centres. Additionally, NISHTHA is also providing technical assistance to selected states for strengthening public health surveillance through support in roll out and implementation of IHIP (Integrated Health Information Platform). The project now envisages to intensify its efforts while working closely with surveillance units at the district, state and at the national level.

The project is hiring for the position of Monitoring and Evaluation Officer to be based at Pune, Maharashtra. This position will report to the State Team Lead, Maharashtra. M&EO will be primarily responsible for coordinating program data management, reporting requirements and research activities with government stakeholders and program management team of assigned program/s.

Responsibilities

  • Support in implementing the MERL plan for the project with guidance from the supervisor and the program team.
  • Support the state government health officials in their requests related to data management and analysis.
  • Ensure quality, consistency and adherence to best practices for M&E across the program, including data quality use in the reports.
  • Record and report progress against all indicators as per the MERL plan and steer the process of designing the tools for such progress reports.
  • Undertake need based visits to the districts to support implementation of MERL plan and to identify where adaptations might be needed.
  • Support field officers in data quality checks, documentation and analysing reports for dissemination
  • Prepare reports on M&E findings as required, working closely with supervisor, program team and the donors.
  • Support evaluation and research activities under the project – developing research protocols, drafting determination request forms, developing data collection tools, drafting other research related documents and managing IRB submissions.
  • Support in writing program/research abstracts for conferences and the writing of scientific manuscripts for wider dissemination.
  • Coordinate and supervise field data collection for approved studies and support data analysis.
  • Draw up Terms of References (TORs) for partner organizations/learning partners to support specific project research studies with guidance of supervisor and program team.
  • Perform other duties as assigned by the supervisor to achieve the project goals.

Required Qualifications

  • Masters in Epidemiology, Statistics or Public Health.
  • 3-5 years of relevant professional experience of working with international health programs/ organizations especially in the field of Monitoring, Evaluation and Research related activities.
  • Experience in drafting research protocols, developing data collection tools and conducting research studies in the health sector is a must.
  • Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
  • Publications in peer reviewed international journals is desirable.
  • Experience with digital platforms for Monitoring, Evaluation and Research would be an added advantage.
