Context

Strategy 2022/2025 to build a world where all children live free from violence, exploitation, abuse, neglect, and harmful practices. This vision builds on the CRC, the CRPD and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and is built around the concept of human security – a multidisciplinary and people-centred approach to security. UNICEF interventions focus on institutional strengthening, through improving the institutional environment and child protection services, and involving young people. UNICEF also contributes to efforts to improve normative knowledge and behaviour in communities, families, and children. The support translates into communication actions for behaviour change and the use of innovations In accordance with the Convention on the Rights of the Child and the recommendations of the Committee on the Rights of the Child following Algeria's third and fourth periodic reports in 2012, the promulgation of Law 15-12 on child protection, the creation of the National Body for Child Protection, as well as the activation of a national toll-free number in 2018, have given greater visibility to violence against children on the political agenda and in public debate. In partnership with governmental and non-governmental organizations, the Child Protection section is currently focusing on developing the child protection system, improving justice for children, fighting violence against children, and strengthening capacities of partners and other stakeholders to better protect children. To achieve these objectives, programming is structured around several interrelated intervention strategies such as evidence generation, policy and partnerships, South/South exchanges and triangular collaborations, and human rights-based capacity building.

Task description

Under the overall guidance of the Deputy Representative, and the direct supervision of Head of Child Protection Programme, the International Youth UN Volunteer will provide support to the design and implementation of the Child protection programme in Algeria and in Sahraoui refugee camps - in line with UNICEF strategic frameworks (justice for children, disabilities, gender...) as well as with international legal frameworks and mechanisms. Specifically, the International Youth UN Volunteer will be tasked of the following: • Support the implementation of the Child Protection Programme through the pro-motion of children and adolescent participation in Child Rights Programme; • Support the identification of good practices and policies in terms of care for chil-dren with disabilities, including gender issues; • Conduct research and collect best practices on children justice, projects, interna-tional standards and new trends, to support the implementation of UNICEF work plan in collaboration with national partners; • Contribute to the implementation of the UNICEF Algeria partnerships and com-munication strategy; • Assist on the development of funding proposals; • Contribute to UNICEF capacity building activities in the area of Child Protection (including gender justice, social workers, etc.); • As part of UNICEF gender task force, the International Youth UN Volunteer will contribute to the development of the agency action plan aimed at strengthening gender mainstreaming in programmes and projects; • Contribute to the implementation of the communication and advocacy activities focused on gender equality/ODD5 (16 days of activism) within the framework of the inter-agency gender group; • Support the implementation of the UNICEF action plan related to the Prevention of sexual exploitation and abuse ; • Attend meetings, prepare minutes and briefing notes, write internal and external reports as required; • Assist in supporting the overall functioning of the Child Protection Section, with relevant tasks assigned on an ongoing basis as required; • Contribute to the implementation of projects in selected locations, including track-ing of funds and supplies; contribute to the preparation of mission reports, pro-grammatic visits and recommend adjustments as required.
