Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The position is based in Budapest, Hungary and provides technical guidance and advice related to MHPSS to national societies across Europe Region. The position is expected to travel within the region of up to 2 months per year. The position will form part of a wider network of MHPSS delegates within Europe region and reports to the Regional MHPSS coordinator. 

Job Purpose

The regional MHPSS delegate provides technical support to national societies in Europe region in relation to IFRC ROE MHPSS portfolio including the Ukraine response to ensure quality of MHPSS interventions. The delegate may be asked to travel to any country/area covered by the operation.

The delegate will contribute to the capacity strengthening of NS in the region within MHPSS including organising webinars, technical meetings and fora, mentoring, sensitizing, and supporting NS counterparts in their efforts. The regional MHPSS delegate will be responsible for supporting all national societies in the region under various funding streams based on an agreed upon division of tasks between the two technical MHPSS resources.

The delegate will proactively contribute to the visibility and promotion of the IFRC and national societies’ work on MHPSS and gather lessons learnt and evidence-based results to be shared within the region. The delegate will also be available for media interviews and identify newsworthy stories and provide input to IFRC and National Societies’ communication departments, international and local media etc.


The position is based within the Health and MHPSS team at the Regional Office and will work closely with the other Regional MHPSS delegate, the MHPSS coordinator and other colleagues in the team and across sectors.

This position is based in Budapest, Hungary, and is open to national and international candidates, the type of contract will be determined at the end of the recruitment process. National staff will be subject to local legislation while international staff will be subjected to IFRC's international contract legislation.

Job Duties and Responsibilities

Summary of key responsibilities:

 The delegate will technically support project implementation under the EU4Health project, the IFRC Emergency Appeal and other funding streams. The delegate will closely coordinate all technical support with MHPSS delegates in country offices, with MHPSS focal points in National Societies and the Psychosocial Reference centre colleagues.

 Technical support

  • Technically support and advise NS on the implementation of MHPSS activities under the Emergency Appeal, the EU4Health project and other funding streams.
  • Support and advise NS on how to integrate and mainstream MHPSS across all relevant sectors.
  • Organize and facilitate MHPSS trainings (e.g. ToT on PFA, Child Friendly Spaces, Community based MHPSS etc.) upon request from NS or country offices.
  • Participate in assessment missions, field visits and evaluations.
  • Support and advise NS on the implementation of community based as well as structured MHPSS activities.
  • Support adaptation of tools and trainings and quality assure materials developed by NS.
  • Assist NS in developing MHPSS framework and guidelines and institutionalization of MHPSS capacity.

PMEAL and Communication

  • Contribution to the development of monthly newsletter promoting MHPSS interventions across the region.
  • Support and advise NS on the reporting of MHPSS activities under the Emergency Appeal, the EU4Health project and other funding streams.
  • Contribute to quality and timely internal IFRC reporting, donor reports, project proposal development etc.
  • Ensure information sharing and promote peer-to-peer exchange between NS in Europe Region about MHPSS related actions and materials.
  • Document and disseminate best practices and evidence-based learning from the operation in support of regional institutional learning.
  • Support the planning and facilitation of a regional MHPSS learning event in 2023.
  • Support the carrying out of an impact study.

Advocacy and sensitization 

  • Provide guidance to NS on how to strengthen their auxiliary role with their respective public authorities and external counterparts on MHPSS aspects.
  • Sensitize NS senior management on Movement MHPSS commitments and policies.
  • Advise NS senior management on how to implement caring for staff and volunteers’ systems and structures and ensure a well-functioning system of supervision is in place.

Coordination and communication

  • Ensure that IFRC actions are part of a coordinated response with partner agencies.
  • Closely coordinate with IFRC PS Centre Technical Advisors.
  • Participate in relevant MHPSS technical working group meetings
  • Be available for interviews, identify newsworthy stories and provide input to IFRC, National Societies and Host National Society’s communication departments, international and local media etc.

Education

Required:

  • Basic Delegates Training Course or equivalent knowledge.
  • University degree in psychology, counselling or equivalent.
  • Extensive knowledge of MHPSS objectives, guidelines, policies, mandate and program orientation of the IFRC
  • Trained in IFRC MHPSS methodologies including PFA ToT, Community based MHPSS, Child Friendly Spaces, M & E for MHPSS etc

Experience

Required:

  • 5 years’ experience of working within MHPSS.
  • Solid MHPSS tool development and training experience as well as demonstrated strong technical skills development of implementing partner organisation experience.
  • Strong PMER for MHPSS skills and experience in conducting reviews, impact studies and learning events.
  • Strong communication skills including preparation of newsletter, human interest stories and other promotion material.
  • Ability to represent the Federation at technical level with potential and existing donors and partners. Ability to engage effectively with NS staff, volunteers, and beneficiaries, being results focused and accountable, being a team builder and team player, a good communicator at all levels, having professional mastery over their technical area, having leadership qualities, and encouraging others to take the lead when appropriate, having managerial effectiveness.
  • Experience of project planning & budgeting, supervision, and management to include monitoring and evaluation
  • Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups

Knowledge, Skills and Languages

Required:

  • Strong skills in general administration, oral and written communication
  • Self-supporting in computers (Windows, spreadsheets, word-processing)

  • Valid international driving license (manual gears 4 x 4)
  • Skills in training and developing staff
  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic) is preferred
  • Other languages: Russian/Ukrainian is preferred
