The UNDP support to Government of Uganda is through the Country Programme Document (CPD) for 2021—2025, which is aligned to the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021—2025 for Uganda, and the Third National Development Plan (NDPIII), which also integrates SDGs.  One of the CPD programs is the SDGs Integration and Acceleration (SIA) in Uganda, which is managed by the Strategy and Policy Unit (SPU). 
 
The SPU also advises the Resident Representative, Deputy Resident Representatives, and program teams on emerging development issues and relevant linkages to UNDP programs while supporting their resource mobilization efforts. The unit contributes to UNDP's strategy and policy advisory role by providing upstream evidence-based policy support to the government of Uganda in development planning, legal and institutional reform, as well as advocacy that contributes to the achievement of the Country's development aspirations. Overall, the SPU has been tasked to promote integrated offer of programme and policy by not only managing the SDGs Integration and Acceleration Programme by working closely with various Ministries, Department and Agencies of the Government of Uganda, but also working other programme teams within the office.

The SPU requires an Economics/Programme Analyst to support the Unit in managing the SIA Program, as well as providing economic analysis support to the Government of Uganda for designing and implementing integrated development planning and strategies. The Economics/Programme Analyst will actively participate in meetings in the Ministries, Departments, and Agencies and ensure follow-up.

Scope of Work 

Summary of Key Functions:

  1. Technical support and policy Advice on economic and development issues.
  2. Technical support to Programme units in the country office.
  3. Advice to Government counterparts and facilitation of knowledge building on economic and development issues.
  4. Creation of strategic partnerships and support to resource mobilization.
  5. Advocacy and promotion of UNDP's mandate and mission.
     
Duties and Responsibilities

 
1, Programme Management Support for Effective Implementation of SIA Programme.
  • Provide effective programme and project management support for designing and implementation, and reporting activities in assigned programme managed by the SPU, in close collaboration with other programme and operations teams in the Country Office;
  • Prepare correspondence to executing agencies, government authorities and other institutions that relate with the Sub-regional Office on general development or programme matters; 
  • Contribute to strengthening the quality of monitoring and evaluation systems of program developments and implementation (including preparation and monitoring of the annual work plan, contribution to the preparation of annual reports e.g., ROAR), identify problems and issues to be addressed and propose corrective actions, and identify and track follow-up actions;
  • Support identification and sourcing of technical expertise and support, including assisting with the preparation of TORs, identification and evaluation of experts and reviewing reports. 

2. Support to Partnership/Network Building and Resource Mobilization.

  • Development of partnerships with the UN Agencies, International Financial Institutions (IFI’s), government institutions, bilateral and multi-lateral donors, private sector, civil society in areas based on strategic goals of UNDP, country needs and donors' priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and resource mobilization;
  • Provide support to programme team in mobilizing financial resources for effective implementation of their programmes. 

3. Support to the Office’s Advocacy and Outreach Activities.

  • Support the organization of events, meetings, conferences, etc., including preparation of concept notes and presentations, proposing agenda topics, identifying participants, etc;
  • Representation of UNDP in different meetings and forums such as Donor Economics Group, and various working/Technical working groups of NDPIII and SDGs;
  • Support to public and policy advocacy of the Country Office for the Sustainable Development Goals (SDGs), pro-poor and equitable economic growth by participating in relevant forums, conferences, and trainings; 
  • Support to monitoring progress and formulation of strategies towards the achievement of the SDGs.

4. Provision of technical support to UNDP Programmes and Policies for effective implementation.

  • Compilation, analysis and interpretation of economic and statistical data, thorough research of the economic and development issues in the country and preparation of top-quality analysis and reports;
  • Review and provide detail technical feedback and inputs to the various analytical products produced by UNDP or Government with support from UNDP;
  • Provide support and analytical inputs to UNDP Senior Officials in negotiating, formulating and reviewing UNDP technical assistance programmes and projects;
  • Advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.

5. Provision of technical backstopping and policy advice support to Government counterparts on the Effective Implementation of National Development Plans, SDGs, strategies and Policies.

  • Provide technical backstopping support to National Planning Agency in the formulation and implementation of the National Development Plans;
  • Provide backbone support to Makerere University with the operationalization of the Parish Development Model (PDM) Policy Lab;
  • Provide backbone support to Ministry of Finance, Planning and Economic Development in the implementation of the Public Investment Financing Strategy (PIFS) and the Domestic Revenue Mobilization Strategy (DRMS) within the broader Integrated National Financing Framework;
  • Provide backbone support to the SDG Secretariat under the auspices of the Office of the Prime Minister to produce the Third Voluntary National Review (VNR) 2024;
  • Provide technical backstopping support to Uganda Bureau of Statistics in relation to the implementation of the UN Joint Programme on data and statistics. 
Institutional Arrangement

The Economics/Programme Analyst will report on a regular basis directly to the Economic Specialist who also reports to the Senior Economic Advisor and Chief of Strategy and Policy Unit, UNDP Uganda.

Required Skills and Experience

Education:
  • Advanced university degree (Master's degree or equivalent) in Economics, Quantitative Economics; Economic Policy and Planning or related field. 
  • A first-level university degree (Bachelor’s degree) in relevant field with two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years (Bachelor’ Degree) of relevant experience with a demonstrated record of accomplishment in conducting secondary research and analysis of economic issues and trends;
  • Resources management;
  • Ability to plan, monitor, organize, and control human and financial resources;
  • Advocacy strategy and implementation;
  • Ability to create and implement advocacy strategies which lead to impactful change;
  • Strong analytical skills;
  • Ability to identify, develop and manage strategic partnerships.

Required Language(s):

  • Fluency in English Language (written and spoken) is a requirement.
