.1. Purpose of the consultancy

Under the supervision of the Pacific Health Systems and Policy (PHS) Unit of the Division of Pacific Technical Support (DPS), the consultant will provide technical support on health information system (HIS) integration and development to Pacific Island countries and areas (PICs). The consultant will work closely with country government HIS units and WHO country offices to maintain and develop national HIS, build country capacity to manage national HIS, and support HIS integration.

2. Background

HIS is a pivotal element of the health system in all PICs, as they generate evidence for decision making. With each PIC at different stages of HIS advancement, they require tailored technical support to address HIS development challenges. For example, District Health information Software 2 (DHIS2) has been deployed nationally in a few PICs but lack the adequate update and maintenance to function at an optimal level. Moreover, many PICs are facing the challenge of maintaining multiple, at times overlapping, HISs and require technical support in HIS integration. As such, WHO is seeking a contractor who will provide technical support to PICs to strengthen HIS integration and DHIS2 development.

4. Work to be performed

Method(s) to carry out the activity

  • On-site support to HIS units to conduct capacity building activities and hands-on technical DHIS2 support
  • Desk review of documents, consultations with ministries of health, health programmes, WHO country offices and technical units and stakeholders
  • Other activities related HIS development in PICs, as required to achieve the following outputs:

Output 1: Provide technical support to Solomon Islands, Vanuatu and other PICs as requested in development and management of DHIS2

  • Deliverable 1.1: Develop DHIS2 development/upgrade roadmap in consultation with HIS units and stakeholders and implement outlined steps
  • Deliverable 1.2: Conduct capacity building activities, based on assessment of current skillset of HIS units, to build in-country capacity to conduct routine DHIS2 development maintenance tasks
  • Deliverable 1.3: Provide “on-call” technical support to HIS teams to resolve DHIS2-related issues

Output 2: Provide technical support to PICs to develop enterprise architecture and integrate HISs

  • Deliverable 2.1: Conduct assessment of current HIS landscape, structure and standards in country
  • Deliverable 2.2: Develop practical roadmaps to guide countries in HIS planning and integration

QUALIFICATIONS

Required: University degree in the fields of information technology, health information management, health informatics or a related from a recognized tertiary institution

Desirable: Post-graduate qualification in any of the aforementioned areas

EXPERIENCE

At least 5 years of experience supporting countries to develop and implement HISs, particularly DHIS2

-Experience in managing and coordinating HIS projects

-Experience conducting HIS capacity building training

-Experience supporting ministries of health in planning HIS development and integration

TECHNICAL SKILLS & KNOWLEDGE

Training in DHIS2, certification desired

LANGUAGES

High level of proficiency in spoken and written English is essential.

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
