Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

IFRC established its presence in Jordan as a regional office for the Middle East and Gulf in 1993, supporting the JNRCS in the implementation of its humanitarian work across the country. In 2016, IFRC's presence has moved from a regional representation to a country delegation. Over the course of the last two decades, the International Federation of the Red Cross and Crescent Societies (IFRC) has provided technical support to JNRCS in implementing programs. IFRC Jordan Country Office maintains close collaboration with JNRCS at all levels and aims to continue provision of technical support in areas including Disaster Risk Reduction, Livelihoods, Health, Disaster Management and Emergency Response, with the overall objective of strengthening the capacity of JNRCS in reaching the most vulnerable populations. 

Job Purpose

The Programs Coordinator will act as the focal point for all coordination/ management aspects of the different projects and programs that are being implemented by IFRC/ JNRCS with the support of IFRC in Jordan, and to ensure efficient, effective, coordinated and timely implementation. This includes support of JNRCS technical staff and close collaboration and coordination with Movement partners, and networking at the programmatic level within the wider humanitarian network.

The Programs Coordinator will be responsible for the support, guidance and quality control in planning, implementation monitoring and reporting of activities. 

Job Duties and Responsibilities

Programme Management

  • Provide technical support to assess, plan, implement, monitor and report the IFRC supported activities and operations together with JNRCS.
  • In close coordination with the HoD and technical teams, enhance the planning, set up and implementation of monitoring activities (including design of PMER – Planning, Monitoring, Evaluation, and Reporting – tools where necessary); Monitor and follow up the activities through regular field trips as security situation allows.
  • Follow up on challenges and opportunities for the implementation of planned activities in various projects and coordinate the mitigation and adaptation.
  • Report projects progress as requested internally and by external donors.
  • Support the development of new projects, concept notes, and proposals;
  • Support in monitoring of financial and operational processes. Ensure that internal and donor-specific quality standards are kept and documented;
  • Through ongoing assessments of the situation, collect all relevant information to enable IFRC to submit application for funds where suitable and provide support and input to the development and composition of the IFRC portfolio in Jordan in general.
  • Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, IFRC policies, procedures and tools.
  • Contributes to adequate needs assessment to inform design of relevant projects
  • Ensures the logical project structure of effects and results according to existing guidelines
  • Contributes to the development of SMART indicators that are supported by clear and concise indicator guidelines that operationalizes the indicators and explains the data sources, collection methods, frequency of monitoring and audience.
  • Follow -up with JNRCS on issues related to the daily running of the project(s) supported by IFRC.
  • Provides support for the development of quality project packages to be submitted for internal approval before project start up
  • Supports the design and implementation of baseline surveys
  • in situ monitoring of progress and discussion of adjustments to improve results and achieve objectives.
  • Quality assures overall data and quarterly reports provided by JNRCS
  • Facilitates mid-term and final evaluation the design and implementation of relevant end line exercises to measure programme success
  • Reports to the HoD issues related to project implementation and options to improve project objectives.
  • Drafts quarterly reports, annual reports and provides input into indicator tracking tables if/as necessary.
  • Perform duties and tasks not covered in this job description and provide support to colleagues when necessary and assigned by the line manager.

Partnership:

  • Maintain a cooperative working relationship with the host National Society, providing guidance and support in the development of capacities, quality assurance, management, and reporting.
  • Support NS program staff counterparts, to strengthen the promotion, coordination, and management of programming.

 

General Management and Support:

  • Support the IFRC HoD in tasks related to the operations and activities.
  • Contribute to internal and external communication about the project and the context in general, including visibility in the project activities where possible.

Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its Secretariat personnel, properties and resources. Special attention is to be given to compliance with procurement procedures and standards. 

Education

• Relevant Bachelor Degree -Required
• Master’s degree in management of humanitarian field - Preferred
• Relevant trainings in Project Cycle Management - Required

 

Experience

• At least 5 years working experience in the field of Emergency Relief, Development Project in protracted crises - Required
• Minimum of 3 years experience and proven expertise in projects management - Required
• Minimum of 3 years and proven experience in the design and implementation of PMER tools and mechanisms, preferably working with local partners - Required
• Professional reporting and proposal writing skills; solid experience with donor-funded projects and working with different donors - Required
• Proven experience in Monitoring and Evaluation, Accountability and institutional Learning - Required

 

Knowledge, Skills and Languages

• Excellent communication and negotiation skills (oral and written) - Required

• Ability to work independently, highly solutions-oriented and as a team player - Required

• Experience in on the job capacity building and organizational development  - Preferred

• Technical knowledge about community-based programming in fragile context is an asset - Preferred 

Languages
• Fluency in English with good spoken and written command of the language - Required

• Fluency in Arabic with good spoken and written command of the language
