Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO), the Security Operations Centre Assistant (SOCA) (aka Radio-Operator) monitors and supports the Security Communications System (SCS), including voice and data communications associated with the implementation of safety and security measures for UN personnel in Turkiye.
SOCA is responsible for communicating with UN agencies in East, Southeast and Mediterranean regions of Turkiye using radio, cellular, satellite or internet telecommunication devices. Security Operations Centre (SOC) operates 24/7 on shift basis at the UN Duty Station in Gaziantep.
Communication System Support
• Supports radio communications between the United Nations agencies, performs periodic radio checks with UN agencies ensuring that UN SCS is functional at all times.
• Responsible for facilitation of voice and data traffic to and from the SOC (aka Radio Room), Gaziantep.
• Monitors UHF radio communications and keeps record of all mobile and satellite communication in the AoR.
• Provides support, training and guidance to users of radio equipment before and during missions to increase communication effectiveness.
• Monitors UN vehicle movement. Maintains necessary details on itineraries and location of all UN personnel travelling on mission within the AoR.
• Maintains a radio log. Drafts Vehicle Movement Tracking and TRIP Report.
• Ensures that tele-communication equipment in the SCS is well maintained and operational.
• Maintains and updates radio call-signs, contact details, and other related security information and works in collaboration with the SOCAs in Ankara and Agency Security Officials.
• Coordinates with Radio communications LTA company and WFP technician to provide technical guidance on maintenance and repair of communications equipment in the region, including UHF repeaters.
• Performs other additional duties as assigned by the SA/FSCO.
Information Management Services
• Informs UNDSS immediately of any incident/accident received via the communication network and accurately identifies exact location/grid references of all incident/accidents.
• Monitors and records all security related media news for producing the draft daily situation report.
• Act quickly in the event of a security incident, gather, compile and forward the draft security information to the FSCO and the FSA for confirmation.
• Provides draft SMS to the supervisor in case of emergency and send SMS to all UN personnel after approval.
• Maintains, monitors and updates the Geographical Information System.
• Ensures GPS coordinates of all UN premises and staff residence addresses are up-to-date.
• Performs other additional duties as assigned by the SA/FSCO.
Administrative Support Services
• Supports maintenance of filing systems and maintaining security lists on regular basis, as required.
• Keeps the supervisors up to date with all procedures, problems and faults in the radio network and undertaking any necessary actions to maintain order in the system.
• Provides reports and security related documents and radio communication trainings as required.
• Drafts reports as required by the supervisor.
• Performs other additional duties as assigned by the SA/FSCO.
Other Support Services
• Assists in conducting Head Count and compiles report as required.
• Compiles and maintains list of curfews and special security zones declared by provincial governors.
• Assists with maintaining security incident tracking database in coordination with SOC Ankara.
• Prepares daily UN personnel arrival report.
• Performs other additional duties as assigned by the SA/FSCO.

- Bachelor`s Degree or equivalent is required.
Min. years of relevant work experience |
• Minimum two (2) years of progressively responsible work experience in telecommunications/radio operations, information technology, or other relevant field of work is required. • Prior experience in the security and safety field is desirable. • Prior experience with the UN system or an international NGO is desirable. |
Required skills |
• Good knowledge of Radios and SCS equipment; • Ability to assist the telecommunications specialist with maintaining the SCS equipment; • Experience in handling of web-based management systems and graphic information systems; • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages; |
