Specialist in Monitoring and Evaluation of Adaptation to Climate Change

Result of Service

The main objective of the position of Specialist in Monitoring and evaluation of adaptation to climate change is to lead the establishment of a monitoring and reporting system for the Honduras NAP (output 5.1), and specifically the execution of the following activities included in the project:

• Activity 5.1.1. Establish a base line of the measures identified under the National Adaptation Plan.
• Activity 5.1.2. Work on the institutional arrangements that ensure a f low of data and information to feed the adaptation monitoring and reporting system.
• Activity 5.1.4. Perform data analysis and annual reports of the progress made through the implementation of the National Adaptation Plan and use the inputs to inform decision making regarding the promotion and implementation of agreements/institutional arrangements between the project and institutions that could advance the national adaptation processes.
• Activity 1.1.5. Organize periodic meetings (at least one per year) at political and technical level (e.g. technical task force groups) among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions (using data under output 5.1) and monitor the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies.

Additionally, the Specialist in Monitoring and evaluation of adaptation to climate change is expected to work with the National Project Coordinator and the Project Management Unit in the development and implementation of other project related activities, including but not limited to attending national, regional, and local meetings, as required, and specifically the execution of the following activities included in the project:

• Activity 1.2.3 Organize workshops and training courses at national level on adaptation to climate change for technical experts from institutions such as The National Directorate of Climate Change (DNCC), Project Coordination Office under MiAmbiente, Clima+ office, and technical experts from Secretaries involved on implementation of adaptation measures such as Agriculture, Finance, Infrastructure, Health, etc., ensuring women participation following the gender national GCF guide designed by the first readiness proposal.

• Activity 4.1.3. Compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1

For the effective implementation of the activities, the Specialist in Monitoring and evaluation of adaptation to climate change will perform the following tasks:

1. In coordination with the Project Management Unit, define the workplan, specific outputs and deliverables and estimated deadlines to comply with this Terms of Reference.
2. To identify available sources of information (international, national and/or local) relevant for monitoring and evaluation of climate change adaptation and compile available information on climate change impacts, vulnerability, and adaptation initiatives, including the assessment of qualitative and quantitative information gaps and needs for Honduras.
3. To lead the consultation process with different stakeholders in order to build the indicators that will allow to put together a monitoring framework for the NAP and a base line document of the NAP measures, as well as to track progress in their implementation (activity 5.1.1.).
4. To lead the development of a base line (i.e. establishing the current status) of the measures identified under the National Adaptation Plan (activity 5.1.1).
5. To organize meetings (at least one) at political and technical level among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions and monitor the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies (activity 1.1.5).
6. To collaborate with the organization and preparation of inputs for a high-level virtual meeting with MiAmbiente, Secretariat of Agriculture and Livestock (SAC), Finance, Clima+ and Chancellery to support them in the elaboration of the climate and resilience environmental policy that is being developed (activity 1.1.5).
7. To lead the work on the institutional arrangements that ensure a f low of data and information to feed the adaptation M&R system (activity 5.1.2).
8. To undertake data analysis and compile annual reports of the progress made through the implementation of the National Adaptation Plan, ensuring the use of such inputs to provide recommendations for decision making (activity 5.1.4).
9. To contribute to the design of a preliminary layout and main elements of a NAP public database platform (Activity 4.1.1) with available sources of information and resources relevant for monitoring and evaluation in the country.
10. To coordinate activities with the consultant who will develop the digital adaptation platform and contribute in the collection of information for knowledge management, communication, including adaptation priorities of the country, implementation, and support needs, plans and actions.
11. To contribute to the collection of information and the means of verification that support the compilation of the annual NAP progress reports.
12. To file and label the digital files that are uploaded to the cloud that constitute supporting documentation of the activities carried out by the project.
13. To provide guidance to the project specialists in the compilation of information that will support the project’s adaptation and institutional strengthening actions, as well as to the person responsible for collecting all the information that evidences the results of the project.
14. To contribute to develop Terms of Reference to hire a specialist to lead activities under output 5.2 of the NAP project in Honduras: Output 5.2: Institutional arrangements established to report adaptation policies and measures to the UNFCCC.
15. To compile lessons learned relevant for monitoring and evaluation from adaptation projects and programmes implemented in the country (activity 4.1.3).
16. To prepare content (syllabus, relevant bibliography, presentation) for a workshop/training course at the national level related to monitoring and evaluation of adaptation to climate change for technical experts (activity 1.2.3).

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP, through its Latin America and the Caribbean Office (LACO) located in Panama City, works closely with the 33 countries of the region - including 16 Small Island Developing States - with a population of about 588 million people, to implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs). The office works to serve the needs of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In terms of supporting countries in the region attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports several initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational level, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub- programme on Climate Change is also committed to ensure that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated in the development of its tasks to guarantee equitable development in line with its adaptation objectives.

The main objective of the project is to build sustainable country capacity and strengthen stakeholder engagement to plan, finance, implement, monitor, and report strategic national adaptation processes and communicate knowledge about climate change adaptation.

The project seeks to achieve its objective through the following outcomes:
• Country institutional and technical capacity, and stakeholder engagement strengthened.
• National adaptation strategic planning strengthened.
• Financial f lows and investment for adaptation measures under the National Adaptation Plan (NAP) and NDC fostered.
• Knowledge management strengthened.
• Adaptation transparency framework strengthened.

To fulfill the objectives of the project, the UNEP Latin America and the Caribbean Office is recruiting a Specialist in Monitoring and evaluation of adaptation to climate change to provide technical guidance and inputs to the National Project Coordinator and the Project Management Unit in the delivery of several activities related to adaptation planning.

In particular, the Specialist in Monitoring and evaluation of adaptation to climate change will lead the establishment of a monitoring and reporting (M&R) system for the National Adaptation Plan (NAP) in Honduras. This will include the development of a monitoring framework for the NAP (including indicators), establishment of a baseline report for the measures identified in the NAP, the identification of information on climate change impacts, vulnerability and adaptation initiatives (including the assessment of qualitative and quantitative information gaps), the design of the institutional arrangements that ensure a f low of data and information to feed the adaptation M&R system, and the compilation of annual reports of the progress made through the implementation of the NAP.

The Specialist in Monitoring and evaluation of adaptation to climate change will operate under the overall supervision of the Adaptation Program Officer at the UNEP Latin America and the Caribbean Office and will work closely with the National Project Coordinator in the execution of the project. Additionally, he/she will work in close collaboration with the Climate Change Directorate of the Secretariat of State for Energy, Natural Resources, Environment and Mining (MiAmbiente) of Honduras and other national consultants and government and non- governmental counterparts.

The Specialist in Monitoring and evaluation of adaptation to climate change is expected to work 40 hours per week and will work in the Project Management Unit at Tegucigalpa, Honduras.

Qualifications/special skills

ACADEMIC:

• A Bachelor’s degree in climate change, natural resources management, forestry engineering, environmental engineering, forestry, agriculture, or a closely related field is required.
• Master's degree is desirable in the same areas.

PROFESSIONAL:

• Minimum five (5) years of experience in the execution, implementation, monitoring and evaluation of environmental and/or climate change projects with international and national financing is required.
• Minimum three (3) years of experience in the design of monitoring and evaluation systems for adaptation or a closely related field, including baseline definition, building indicators, defining targets and monitoring progress is required.
• Minimum three (3) years of experience in coordinating activities with government institutions, civil society organizations, and/or municipalities is desirable.
• Experience in designing and/or coordinating monitoring processes with climatic, environmental, social, and economic variables and a high capacity for inter-institutional coordination is desirable.
• Experience in management of project planning, monitoring, control, and evaluation programs. Also, in collecting data, organizing databases, data analysis, digital files, and user-friendly formats is desirable.
• Relevant expertise in integrating gender considerations into project formulation, planning, implementation, and M&E systems is desirable, including the design of gender-sensitive methodologies to collect and assess baseline data, evaluate outputs, and monitor project outcomes where applicable is desirable.
• Previous work experience and knowledge about climate change adaptation in Honduras is an asset.
