MANDATE OF THE DEPARTMENT:
The Joint United Nations Programme on HIV/AIDS (UNAIDS) leads and inspires the world to achieve its shared vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. UNAIDS unites the efforts of 11 UN organizations—UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank—and works closely with global and national partners towards ending the AIDS epidemic by 2030 as part of the Sustainable Development Goals.

UNAIDS has established HIV/AIDS Adviser positions in a number of countries that do not have a physical UNAIDS office, but where there is recognized value in having dedicated, in-country capacity to ensure HIV is effectively integrated into the work of the UN Country Team (UNCT), contributing to the implementation of the Global AIDS Strategy 2021-2026 and supporting progress towards the targets that countries have committed to under the Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030. In line with UNAIDS’ mandate and reflecting the Joint Programme’s commitment to furthering UN system-wide coherence in its support to countries, advisory capacity is being strategically situated within the Office of the UN Resident Coordinator (RCO).

The HIV/AIDS Adviser reports to the UN Resident Coordinator as their first reporting officer, and to the UNAIDS Multi Country Office Director as second reporting officer. Day-to-day functional guidance is provided by UNAIDS’ practice areas and groups, as needed, from the UNAIDS global centre and UNAIDS’ regional offices.
Main tasks and Responsibilities of the Position:
Within the matrix management reporting structure of the Country Office, the Regional Office, and the Global Strategic Information Practice, the Officer, Strategic Information focuses on a manageable set of deliverables that are aligned with the UNAIDS strategic information vision and the capacity, the epidemic size and growth, and the needs in Country.

He /she has the following key responsibilities:

1-National capacity building and coordination
a-Identifies capacity needs of national counterparts in surveillance, data collection, data analysis, reporting and using evidence for programming and pandemic preparedness.
b-Supports capacity development efforts to focus responses to relevant geographical areas and key populations.
c-Works with national counterparts to strengthen surveillance and monitoring systems including health information systems with attention to the quality of data including the use of unique identifiers.
d-Promotes data systems and survey tools for policies and programmes.
e-Accompanies the development of community-led monitoring (CLM) systems.

2-Strategic analysis, programmatic and policy advice
a-Supports the prioritization, process and technical aspects of a wide array of data collection, compilation, and analysis related to epidemiology, policies, programme coverage and resources, in view of informing future programme efforts.
b-Performs modelling and analysis of surveillance, policy and programme monitoring data on trends and geographic location of the epidemic and response including through the use of standard estimation tools in view of detecting and monitoring inequalities. .


3-Contributions to global processes
a-Supports monitoring and reporting at national level and contributes data and analyses to the regional and global level (through the Global AIDS Monitoring system).
b-Proactively assists the UNAIDS Country Director in the monitoring of the United Nations Joint Programming on HIV, inter alia via the implementation of the Unified Budget, Results and Accountability Framework and the United Nations Sustainable Development Cooperation Framework.

He /she will also advance the priorities of the Science, Systems and Services for All practice area in country, with an emphasis on:
a-Supporting adoption and implementation of United Nations programmatic guidelines and tools related to HIV prevention, testing, treatment, systems strengthening and integration of service delivery, in line with national and global targets.
b-Coordinating UN support and providing direct policy advice, technical assistance and capacity strengthening to government and civil society partners on subjects covered within the practice area.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities.

Essential:
A minimum of 2 years of experience in the design, development and operational application of strategic information systems of AIDS programmes.

Fluency in Spanish and working knowledge of English and French.
Desirable:
Knowledge of additional UN official languages
