Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. 

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment. 

The Gender Responsive Governance programme at UN Women Bangladesh includes critical support to the government on: i) national budgeting and planning; ii) normative frameworks; iii) gender statistics; iv) care economy; and v) women’s leadership.

UN Women works closely with the Government of Bangladesh, most notably with the Ministry of Women and Children Affairs (MoWCA), to strengthen their capacity to meet its normative commitments to international treaty bodies. This includes strengthening gender-responsive planning and budgeting to enable gender mainstreaming across all sectoral ministries and departments, as well as working to strengthen gender-responsive policy formulation and with SME Development/ Entrepreneurship on Care Work.  

In coordination with the Bangladesh Bureau of Statistics (BBS), the programme aims to support the Government’s monitoring of the implementation of the Sustainable Development Goals (SDGs) by strengthening how gender statistics are collected, analyzed, and used. The existence of quality, comparable and regular gender statistics will address national data gaps and meet policy and reporting commitments under SDGs, the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and Beijing Platform for Action.

UN Women is finalizing a programme on the care economy which includes developing a model that turns the childcare challenge into an employment and business opportunity by providing more qualitative, accessible, and affordable care-services directly to families or indirectly via employers or governments. In partnership with the UN Women Regional Office for Asia Pacific, the Bangladesh Country Office plans to work with innovative enterprises to support these often women-led companies to advance their business solutions to become more viable and inclusive and therefore turn ‘care-entrepreneurship’ into a pathway to address the unequal care-burden.

UN Women has recently launched a new regional care programme – ‘Gender-Inclusive Care Entrepreneurship Ecosystem Programme (GICEEP)’, a joint initiative of Canada’s International Development Research Centre, Visa Foundation, UN Women Asia and the Pacific, BopInc, and SAFEEM. The program aims to promote women's economic empowerment by fostering a more inclusive care entrepreneurship ecosystem through business training, mentorship, access to networks and finance, and inclusive and gender-responsive business-building practices. The GICEEP's three pillars focus on developing Base of Pyramid solutions, implementing a gender-responsive care accelerator, and facilitating knowledge exchange to scale up entrepreneurship-based care solutions. The recruited person will lead the implementation in Bangladesh, which is focused on Base of the Pyramid Solutions and implemented with BopInc. The recruited person will be responsible to coordinate and exchange with the regional offices and other countries to develop recommendations incorporated into a newly created holistic and contextualized UN Women Care Economy Strategy.

UN Women in Bangladesh supports women’s leadership and participation in line with international commitments such as CEDAW which upholds women’s right to participate in public life and the Beijing Platform for Action which calls for removing barriers to equal participation. In line with the Leaving No One Behind (LNOB) principles, UN Women partners with civil society to ensure that voices of the most vulnerable women and grassroots women are considered and prioritized by decision makers when formulating legislation and policies.  

Reporting to Deputy Country Representative, the Programme Analyst contributes to the effective management of UN Women programmes in the BCO by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, Government officials, development partners and civil society ensuring successful UN Women programme implementation under the Gender Responsive Governance portfolio.   The Programme Analyst will work closely  with the Regional Technical Adviser for Women’s Economic Empowerment and GICEEP team.  

Duties and Responsibilities

1. Provide substantive technical support to the implementation and management of the projects under the Gender Responsive Governance programme and contribute technically to the development of programme strategies in the area of Gender Responsive Governance

• Provide technical support in drafting the Gender Responsive Governance Strategy;

• Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives in line with the GRG strategy and BCO Strategic Note 2022 -2026;

• Identify areas for support and intervention related to the programme;

• Provide technical inputs to the annual workplan and budget; 

• Lead the implementation of programme activities;

• Lead the coordination of the call for proposals, including the organization of technical review committees, and capacity assessment of partners;

• Review, coordinate and monitor the submission of implementing partner financial and narrative reports;

• Train partners on Results Based Management and monitor implementation.

2. Provide technical assistance and capacity development to project/programme partners

• Coordinate and provide technical support in the implementation of programme activities; develop technical knowledge products;

• Maintain relationships with national partners to support implementation and expansion of the Gender Responsive Governance programme;

• Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

3. Provide technical inputs to the monitoring and reporting of projects

• Monitor progress of implementation of activities and finances using results-based management tools;

• Draft reports on monitoring missions, programme results s, outputs and outcomes;

• Provide substantive inputs to the preparation of donor and UN Women reports.

4. Provide substantive technical inputs to the management of people and finances of the Gender Responsive Governance programme

• Monitor budget implementation and make budget re-alignments/ revisions, as necessary;

• Provide substantive inputs to financial reports;

• Supervise Programme Associate.

5. Provide substantive inputs to building partnerships and resource mobilization strategies

• Provide substantive inputs to resource mobilization strategies; analyse and maintain information and databases; 

• Prepare relevant documentation such as project summaries, briefing notes and speeches;

• Participate in donor meetings and public information events, as delegated.

6. Provide technical support to inter-agency coordination on Gender Responsive Governance to achieve coherence and alignment of UN Women programmes with other partners in the country

• Provide substantive technical support to the Country Representative and Deputy Country Representative on inter-agency coordination related activities by drafting background reports and briefs;

• Coordinate with the nodal ministry MOWCA.

7. Provide substantive inputs to advocacy, knowledge building and communication efforts

• Develop background documents, briefs and presentations related to Gender Responsive Governance programme;

• Coordinate and organize events, trainings, workshops and knowledge products;

• Coordinate the development of knowledge management methodologies, and products on Gender Responsive Governance.

8. Provide substantive support to lead UN Women care programme implementation in strong collaboration with the Regional Office Women’s Economic Empowerment Team 

• Lead the implementation of GICEEP programme;

• Develop a multi-stakeholder engagement approach in Bangladesh to develop recommendations for strengthened Care Economy system in the country context;  

• Support the development of a UN Women Care Economy strategy in collaboration with UN Women ROAP.

Required Skills and Experience

Education and certification:

• Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;

• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;

• A project/programme management certification would be an added advantage.

Experience:

• At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;

• Experience in the Gender Responsive Governance, Gender Statistics and Women’s leadership and Women’s Economic Empowerment is an asset;

• Experience coordinating and liaising with government agencies and/or donors is an asset;

• Experience working with the private sector is an asset .

Language Requirements:  

• Fluency in English and Bangla is required.

• Knowledge of the other UN official working language is an asset
