Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. As one of the five decentralized parts of the Secretariat, the Europe Regional Office (ROE) in Budapest leads the support to National Societies of 53 countries through Country and Country Cluster Delegations and directly from Budapest spread across Western and Eastern Europe, the Balkans, Caucasus and Central Asia.

In addition to supporting current and new CVA initiatives across Europe, the role currently plays a very active role supporting a growing number of countries impacted by the Ukraine Crisis, most of which have never used CVA as a modality and are among the first globally to utilize a regionally developed and managed self-enrollment model requiring innovative practices and navigating new spaces for IFRC. This has resulted in the development of a large CVA team servicing National Societies in ways that have not existed in other operations or in other Regions.

IFRC has launched an Emergency Appeal for Ukraine and impacted countries that is coordinated on a European regional level and supported in the initial months by a large number of surge delegates in the impacted countries and in the European Regional Office. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and the neighboring countries. Operations are led and coordinated on country-level whenever possible, integrated under existing Country and Cluster delegations, through Operations Managers reporting to Heads of Country or Cluster Delegation. Where no Country or Cluster delegation exists, Operations Managers report directly to the Regional Office. Resources to support all or several impacted countries from a regional level will be fully integrated into existing structures at the Regional Office.

Job Purpose

The Regional CVA Coordinator is responsible for leading the IFRC’s work on CVA in the region in line with relevant policy documents and frameworks, including the IFRC Global CVA Strategy. The role has a strong focus on providing strategic guidance, as well as technical support and quality assurance of cash and vouchers assistance and preparedness initiatives undertaken by all National Societies in the IFRC Europe Region with special attention to those in the Ukraine and Impacted Countries Appeal as well as any other country launching a DREF or Appeal.

This will include managing the overall regional-level coordination of cash assistance and preparedness measures, including being the technical supervisor of IFRC CVA practitioners in the field. The position holder will also coordinate the selection, training and mentoring of CVA personnel in the region including a number of new clusters and country teams as well as lead Secretariat support to European National Societies in monitoring progress against the ‘Cash Readiness’ targets as reflected in current and new Cash Preparedness Plans of Action. Special attention will be provided to quality assurance, coordination and mainstreaming RCRC Movement cash and market approaches, guidance, tools across operations in these NSs.

Reporting to Regional Operations Manager, the regional CVA Coordinator provides the technical lead for CVA preparedness and response to ensure the optimal coordination and direct management of resources required for the effective and efficient implementation in the countries effected by Ukraine Crisis. The incumbent also ensures broader coherence across IFRC's related portfolio of activities including close collaboration with colleagues across other departments.

Furthermore, the incumbent will ensure effective representation at various levels and will liaise with key stakeholders, both Red Cross/Red Crescent (RCRC) and non-RCRC partners including UN/INGOs, and where required, Government and financial institutions to ensure representation of IFRC and/or RCRCM at relevant forums.

The role will line manage a team of CVA and IM and Finance experts, responsible for supporting NS to disburse cash to recipients in the Ukraine response, as well as support other CVA delegates across the region. 

Job Duties and Responsibilities

CVA Strategic Direction, Technical Support and Quality Assurance

  • Lead on provision of technical support on CVA to National Societies and IFRC country cluster teams in the Europe region to deliver CVA responses that are predictable, replicable, and applicable to all sectors, programs, and phases of the disaster/crisis response cycle.
  • Develop and update CVA operational strategy, ensuring that operational plans are aligned with the evolving situation, emerging needs of the affected population, IFRC Cash Roadmap/Integrated Plans and the interests of the National Societies in the region.
  • Ensure CVA technical quality assurance in all documents, including their Plan of Action and budget, Operations Updates, Sitreps and other relevant documents, making sure that all the cash and markets components are adequately planned and implemented based on evidence: and that CVA responses are transparent and accountable.
  • Lead of identification of suitable and innovative delivery mechanisms at country and/or regional level for cost effective delivery of CVA. Work closely with finance and procurement units to carry out procurement processes for finalizing and managing contracts with financial services providers.
  • Lead CVA Regional team in the utilization of the self-enrolment model and liaise closely with IFRC global development team on its application, roll out in new countries, monitoring, feedback and be the focal point for the Cluster and Country teams on new features or adaptations needed for continued use. As this is the only region currently using this model, the coordinator role will be instrumental in any expansion of use in the Region and can participate in sharing with other Regions.

CVA Operations

  • Provide strategic direction and technical support to the CVA interventions requested by any cluster or country team or National Society with special attention given to those launching appeals and DREFs which will include activities undertaken by IFRC and National Societies engaged in Ukraine and Impacted Countries Crisis Operation.
  • Lead on development of necessary CVA tools and templates, standardized for CVA responses; ensure that these are made available to NSs. Ensure that these tools are rolled out across all NSs engaged in Ukraine Crisis response. This includes the continued roll out of self-registration model and technical advice and support to sectoral leads.
  • In close coordination with Planning, Monitoring, Evaluation and Reporting (PMER), develop and implement M&E plans for CVA interventions.
  • Ensure that appropriate feedback mechanisms are in place for CVA responses and regular updates are collected and reflected in all the relevant reports.
  • Monitor and maintain updated information and statistics on the use of CVA within Emergency Appeals and DREFs and present this information for the IFRC management, donors report and other parties.

Internal and External Coordination

  • Lead, or actively contribute to the set-up and effective running of RCRC Movement CVA Regional community of practice and relevant working groups.
  • Engage and represent IFRC in external regional CVA and markets coordination structures and initiatives by representing IFRC and promoting participation of National Societies.
  • Participate in internal and external CVA meetings and contribute to technical, coordination and advocacy initiatives within the RC/RC Movement or with other partners, the wider humanitarian community, donors and public sector.

General

  • Line manage CVA delegates, CVA IM delegates, CVA Finance and CVA Officers, Preparedness Delegate, and ensure necessary technical support and direction is provided to cluster and country CVA delegates.
  • In cooperation with the relevant stakeholder, implement any grants for activities and provide grant management functions as necessary to fulfil IFRC implementation and reporting commitments to donors.
  • Work closely with the Regional CVA Coordinator to collaborate and cooperate on CVA Preparedness of the NSs. Support and deliver capacity building processes such as implementing face-to-face trainings, learning by doing exercises, simulations, pilots and remote/face-to-face coaching.
  • Contribute to the development and dissemination of key cash advocacy messages and policies among IFRC Delegations and NSs.
  • Support recruitment processes, briefing and technical supervision of CVA delegates, as well as support IFRC CVA delegates with the country or cluster delegations as well as national staff.
  • Lead on the development and documentation of regional learning, reviews, evaluations, and case studies; with focus on CVA operational and programmatic challenges, use of CVA in wide range of humanitarian contexts, lessons learned; good practices and recommendations that can be applied in the future. Contributing to sharing and dissemination of regional and global knowledge.
  • Explore opportunities to strengthen the links between humanitarian cash activity and shock-responsive safety nets and national social protection mechanisms within countries and NSs.

Education

Required:

  • University degree in Disaster Management / Disaster response or equivalent experience and knowledge
  • Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge
  • Practical Cash in Emergencies Training (PECT)

Experience

Required:        

  • Experience in providing CVA support in a disaster response and recovery operation.
  • 7 years’ experience working with any other humanitarian organization preferably with RC/RC Movement.
  • At least 5-year experience of successfully implementing and coordinating large scale humanitarian emergency response operation that include CVA in at least one context, preferably within the RC/RC Movement.
  • Experience building a network and/or team.
  • Experience facilitating training on CVA-related skills.
  • Experience living and working in challenging and multicultural environments.
  • Proven capacity building experience with National Society or equivalent, delivering trainings and providing on the job training and coaching (preferable CVA and market trainings).
  • Experience in project planning, monitoring, and reporting.
  • Experience in proposal writing.
  • Experience of successful institutional fundraising and managing donor relations and adequate narrative and financial reporting.
  • Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, design, implementation and M&E) and in developing CVA programmes that are inclusive and gender sensitive.
  • Experience in the Europe Region and knowledge about the Eastern European NSs.
