Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Industry and Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The position is located in UNEP, Industry and Economy Division, Climate Technology Centre and Network (CTCN) in the Copenhagen duty station. Under the direct supervision of the Chief, Energy and Climate Branch, the incumbent will be responsible for the following duties:

Responsibilities

1. Strategic Direction and Coordination of the Climate Technology Centre (CTC)
• Ensures strategic direction, management and coordination of the Climate Technology Centre (CTC) by leading a consultative and collaborative process with the CTC’s Advisory Board, Network members, funders, and other stakeholders.
• Leads and supervises preparation of the annual workplan and budget of the CTC and oversees reporting on the activities of the Centre and Network, covering all principles of accountability and transparency required by the UN Framework Convention on Climate Change.
• Leads and supervises activities that provide organizational and logistical support to the CTC including managing information, facilitating communication among Network members, and organizing and supporting various CTC meetings.
• Acts as the Secretary of the Advisory Board and supports the Advisory Board’s work in providing guidance, approving criteria, endorsing budgets and finance, ensuring fiduciary standards and integrity, and monitoring the CTC’s responsiveness to requests.
• Supports the work of the Technology Executive Committee (TEC) in order to ensure complementarity and smooth functioning between the CTC and the TEC.
• Maintains a professional working relationship with counterparts in the secretariat of the Climate Change Convention who are responsible for technology issues.

2. Management and Administration of the Climate Technology Centre
• Establishes and manages a small core of professional and administrative staff within a cost-efficient organizational structure in a manner that fosters teamwork and facilitates capacity development.
• Oversees the programmatic and administrative tasks necessary for the functioning of the CTC, including budget preparation, financial and substantive reporting, staff evaluations, and evaluation of candidates.
• Coordinates and oversees the preparation of the annual report on the CTC for submission to the COP through its subsidiary bodies and ensures the provision of information to meet UNEP’s own reporting requirements.
• Ensures that the services and outputs delivered by the CTC maintain a high standard of quality and are in line with the approved work programme, within the budget, and in accordance with United Nations rules, regulations, values and principles.
• Ensures that developing country requests for assistance received are met with high quality, professionally delivered responses.
• Oversees all procedures for engagement with Network members from initial identification to evaluation of contract performance.
3. Communications and Outreach:
• Represents the CTC in international, regional, and national meetings, seminars and other relevant events and provides substantive expertise in the area of technology development and transfer for mitigation and adaptation technologies.
• Ensures that the Centre is appropriately positioned in the area of technology development and transfer for mitigation and adaptation so as to optimize benefits for requesting parties.
• Works with the Advisory Board to communicate effectively with and through the UNFCCC secretariat, other UNFCCC bodies , and the Convention’s Financial Mechanism.
• Develops effective working relationships with relevant organizations including governments, international organisations, foundations, private sector entities, academia and research institutes, media and NGOs, and financial institutions, including the Green Climate Fund and the Global Environment Facility.
• Leads and supervises communications and outreach activities of the CTC.

3. Communications and Outreach:
• Represents the CTC in international, regional, and national meetings, seminars and other relevant events and provides substantive expertise in the area of technology development and transfer for mitigation and adaptation technologies.
• Ensures that the Centre is appropriately positioned in the area of technology development and transfer for mitigation and adaptation so as to optimize benefits for requesting parties.
• Works with the Advisory Board to communicate effectively with and through the UNFCCC secretariat, other UNFCCC bodies , and the Convention’s Financial Mechanism.
• Develops effective working relationships with relevant organizations including governments, international organisations, foundations, private sector entities, academia and research institutes, media and NGOs, and financial institutions, including the Green Climate Fund and the Global Environment Facility.
• Leads and supervises communications and outreach activities of the CTC.
• Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Competencies

Education

An advanced university degree (master’s degree or equivalent) in engineering, technology, environmental science, climate policy, or related area is required.

A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of fifteen (15) years of progressively responsible experience in environment, engineering, technology, climate change or a related field is required.

At least five (5) years experience in relevant national or international institutions dealing with technology development, deployment, financing, and transfer is required.

Extensive experience working with developing countries is required.

Experience in the management of international multi-stakeholder programmes, international projects and teams is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; Knowledge of another UN official language is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment

Appointment against this position is for an initial period of one year and may be subject to extension.
