Mission and objectives

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat established presence in Yemen in 2018. Since then, UN-Habitat has supported the local authroities and people of Yemen to develop Rapid City and Neighbourhood Profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib and Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment and effect of war on the political, social and economic conditions. The profiling feeds into the national and city recovery plan. UN-Habitat Yemen is also focusing on helping the most vulnerable, most affected population in a number of cities to rehabilitate damaged housing and community infrastructure facilities and systems; starting with Al-Hudaydah and expanding to other most affected cities, with the aim to provide safe, adequate and dignified living conditions. Given the huge influx of IDPs to urban settings looking for safe heaven, they usually lose their Housing, Land and Property documentations, hence UN-Habitat and GLTN is working jointly with UNCHR, and UN Women to start an initiative to increase Access for Women to HLP rights.

Context

Following the adoption of the Strategic Plan, and specifically pursuing ‘strengthened climate change action and improved urban environment’ UN-Habitat Yemen Country Office developed a Green Climate Fund (GCF) readiness proposal for Yemen, which has recently been approved by the GCF. Besides that, UN-Habitat is developing an Adaptation Fund (AF) project proposal for Yemen

Task description

Within the delegated authority and under the supervision of Head of Country Programme of Yemen or his/her designated mandated representative(s), the UN Volunteer-National-local governance and data collection Specialist for the Yemen GCF readiness project will be responsible for the following duties: • To coordinate with Lahj and Aden governorate staff on data collection / assessment activities in Lahj and Aden • Collect data in Lahj and Aden governorates required for a hydrology study and Climate Change Vulnerability Assessment. This requires conducting measurements and consultations in the field. • Support any other assessments required in Lahj and Aden required for the project. • Support project workshops and trainings and any other support to project activities required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs: As an active [UN-Habitat] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [UN-Habitat] and its beneficiaries in the accomplishment of her/his functions, including: • Monthly activities reports; • Data collection report required for the hydrology study • Data collection report required for the climate change vulnerability assessment • Other reports as requested. • A final statement of achievements towards volunteerism for development during the assignment, • such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
