Duties and Responsibilities

Background:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those pertaining to the coherent implemenation of multilateral environmental agreements (MEAs).

The consultant will report to the Head, Environment Policy Unit at the Environmental Conventions and Policy Branch of the Law Division and will focus on supporting the activities described hereunder.

Responsibilities:

The consultant will carry out the work assignment below:

1. Review, assess current data governance frameworks at global level and identify links and gaps in such frameworks in the context of upcoming issues related to outcomes on digital sequence information (DSI) within the CBD, UNCLOS, FAO and WHO processes.

2. Based on the review, prepare the data governance framework with reference to work under DSI issues tobe discussed
and used under various processes within CBD, UNCLOS, FAO and WHO.

3. Prepare one presentation on the key elements of the study identified under items 1 and 2 above in a
forum related to DSI.

Qualifications/special skills

Bachelor’s degree in environment, humanities, social sciences, natural sciences.
At least 4 years of experience in dealing with CBD, benefit sharing MEAs, data and policy related
issues.
Proven expertise in DSI related policy issues.
Familiarity with MEA processes related to DSI issues will also be needed.
Experience in data management, policy and related issues as well as experience in working on DSI issue will be needed.

Languages

English and French are the working languages of the United Nations Secretariat., fluency in oral and written English is required. Knowledge of French is desirable.

Output 1: Report on current data governance frameworks in the context of DSI issues.
Deliverable: Report finalized.

Output 2.: Draft and Final Report on options for data governance related to DSI issues for consideration by various processes under CBD, UNCLOS, WHO and FAO.
Deliverable: Final report prepared and submitted

Output 3: Preparation and presentation of key elements of the study above.
Deliverable: Presentation prepared
