Office/Unit/Project Description

UNDP’s HIV, Health and Development Strategy 2022-2025: Connecting the Dots emphasizes key action areas that include reduction of inequalities and social exclusion that drive HIV and poor health as well as the promotion of effective and inclusive governance for health and building resilient and sustainable systems for health, including the implementation of digital solutions. UNDP’s partnership with the Global Fund focuses on building national capacities and systems for AIDS, TB and malaria. UNDP’s Access and Delivery Partnership (ADP) focuses on increasing access and delivery of health technologies by strengthening capacities, institutions, policies and systems. COVID-19 has highlighted the need for stronger systems for health. It has also accelerated the implementation of digital solutions for health and sustainable development more broadly.
UNDP’s offer on digital health is aligned with the guiding principles of it’s Digital Strategy 2022-25. We promote digital platforms and services that have a people-cantered design, protect human rights to effectively meet health needs of all. We advocate on inclusive and gender-sensitive approaches to digital transformation that reduces inequity and digital divide while promoting digital public goods for health, that are based on open-standards, open-source, open-data and interoperability. We aim to strengthen local digital ecosystems and curate health solutions with local leaders, companies and innovators adapted to needs, reflecting local diversity and knowledge.
Under supervision of the Policy Specialist, DigitalHealth, the Program Analyst will support the development of UNDP’s digital health portfolio, working on digital solutions for health and sustainable development. A major area of the work is to support to UNDP Country Offices on implementing digital health interventions. Working collaboratively with the Health Team, the Chief DigitalOffice (CDO) and the GPN, the Program Analyst will utilize client oriented approach consistent with UNDP rules and regulations, and support capacity strengthening and knowledge sharing efforts of UNDP Country Offices.
Technical insights, programme and capacity development support to UNDP Country Offices (COs) and their in-country partners on digital health
- Support regular tracking and mapping of digital health initiatives across all COs.
- Develop a database on an appropriate tool – e.g. Excel(or others) that is appropriately structured and disaggregated for easy access and visualization of digital health interventions UNDP-wide
- Provide technical guidance on implementation of architecture design, digital standards and infrastructure deployment to COs supporting their national digital transformation in health
- Provide technical insights in reviewing digital health proposals, identifying opportunities for collaboration with other initiatives, and suggesting technical approaches to COs.
Landscape analysis and knowledge management for UNDP’s digital health offer
- Monitor global trends in health needs, available digital solutions, interventions and provide perspective relevant for UNDP’s digital health offer
- Assess global digital health landscape including digital issues (like interoperability, data privacy, digital divide etc.), key stakeholders and digital requirements of governments in LMICs to identity key intervention areas in digital health for UNDP
- Understand key digital initiatives in the UNDP Digital strategy 2.0 to identify common areas of digital across the organization that digital health can contribute significantly towards- e.g. digital public goods, digital capacity building for partners, and inclusive digital transformations through health sector systems strengthening
- Identify opportunities for peer learning and mentorship across UNDP system for relevant areas in digital health– including vaccine equity, HIV, TB, Malaria, NCDs and others.
- Support UNDP’s global learning events on digital health including - training, webinars, meetings, workshops etc
- Develop case studies documenting best practices on UNDP’s digital health interventions around the word
Communication, Partnerships and resource mobilization for digital health
- Support communications strategy for UNDP’s digital health portfolio, including attention to communications inside and beyond UNDP
- Support in development of material on digital health for public relations and engagement (conferences, blogs, op-eds, social media, UNDP website etc)
- Contribute in writing global project proposals on digital health including Global Fund NFM.
- Identify approaches for UNDP to develop a network of partners including tech-developers, experts and researchers and other relevant organizations within and outside UN system.
- Work in close coordination with teams at Chief Digital Office and Accelerator lab to advance the work on digital health
- Represent UNDP at relevant groups(like DICE, Digital Square), workshops, conferences, and other events as assigned by the line manager
- Carry out other duties as necessary and as assigned.
Institutional Arrangement
The position is currently home based. The program Analyst will report to the Policy Specialist, Digital Health based inIstanbul Regional Hub.
