Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world.

The Global Task Force on Cholera Control (GTFCC) is a partnership of more than 50 institutions, including NGOs, academic institutions, IFRC and UN agencies, with a secretariat hosted by the World Health Organization (WHO). The GTFCC brings together groups working across multiple sectors to support countries in the implementation of the global cholera prevention strategy, Ending Cholera: A Global Roadmap to 2030, which targets a 90% reduction in cholera deaths globally and cholera elimination in 20 countries by 2030. In 2020, the GTFCC established a Cholera Country Support Platform (CSP) hosted by the IFRC.

The CSP, with GTFCC partners, provides in-country multisectoral operational support as well as advocacy, coordination, and policy guidance necessary for a country to develop, fund, implement and monitor their National Cholera Plan (NCP) effectively, ensuring consistency and alignment with the Global Roadmap. NCPs aim to align government, other national actors, GTFCC partners and key stakeholders, including the Red Cross and Red Crescent Societies, towards a shared strategy. The CSP has a global technical unit at IFRC Headquarters in Geneva, a technical support hub based in Congo Brazzaville and country offices located in IFRC cluster offices in DRC, Bangladesh, Mozambique, Nigeria, and Zambia.  The main counter part of the CSP in Mozambique is the Instituto Nacional de Saude (INS), under the Ministry of Heath, has been tasked with the coordination of the cholera control and elimination agenda together with other government and non-government stakeholders.

The key specific outcomes of the cholera CSP are:

  • Each cholera-affected country has an NCP and a multisectoral coordination mechanism aligned with government and GTFCC policies and strategic focus.
  • Support the national and international resources mobilisation aimed towards investing in the cholera control and elimination agenda.
