Following the widespread devastations caused by Cyclones Idai and Kenneth that hit Mozambique back-to-back in 2019, the Government and its international partners began the long and challenging resilient recovery efforts. The severity of the damages and losses, estimated by the Post-Disaster Needs Assessments (PDNA) at US$3.2 billion, plus the underlying vulnerability and limited capacity in the affected areas, have made the recovery efforts much more difficult. The United Nations Development Programme (UNDP)’s vision of the cyclone recovery programme in Mozambique arises from key considerations related to development, governance and resilience. To realize this vision, in August 2019, UNDP established the Mozambique Recovery Facility (MRF) financed through a multi partner basket fund. The MRF is a five-year programme designed as agile tool to implement short-to-long term recovery activities that will contribute to build resilience to future disasters and address the root causes of vulnerability. In line with the Post-Disaster Needs Assessments (PDNA) and Disaster Response Framework, the Recovery Facility adopted a comprehensive approach to effectively meet the needs of the disaster affected populations in Sofala, Cabo Delgado and other provinces affected by the two cyclones, and now UNDP intends to join the efforts of other partners in supporting the victims of Cyclone Freddy in coordination with key development actors, to ensure Mozambique’s rapid restoration of development pathways in a manner that builds resilience. With financial support from the European Union (EU), Canada, China, Finland, India, the Netherlands and Norway and UNDP with its own resources, UNDP is implementing the MRF programme through an integrated approach, balancing early recovery and resilience building.

The Programme has three main pillars:

Livelihoods and Women Economic Empowerment: Aimed at helping the affected community’s resilient recovery from the impact of cyclones and floods and rebuild their assets and livelihoods with a focus on women and persons with disabilities. 

Resilient Housing and Community Infrastructure: Focusing on rebuilding resilient housing and community infrastructure to bounce back from the impact of disasters; and 

Institutional Strengthening of GREPOC: with the main objective of developing national capacities and systems to plan and implement the recovery and resilience programme.

The MRF programme has a monitoring plan where the whole monitoring system is described. The plan is meant to guide the UNDP MRF Program and the Project Donors through the project implementation process. The project is using a digital data collection platform to record the activities and beneficiaries reached. This platform comprises an android system and a web system. To ensure that the digital platform is used efficiently and effectively, the database must be operational, secure and up to date.

In this regard, UNDP Mozambique is seeking the support of an experienced and highly qualified Mozambique National to help successfully support on data management, analysis and coordination under the three Pillars of the Recovery Facility as well as the IDP’s support project, in accordance with the corresponding project documents and within the existing budget and timeline. The Data Associate will closely work under supervision of the Monitoring Evaluation specialist, coordinate with the local government, National and International Organization including UN organizations, key civil society partners, and other stakeholders. 

This assignment is part of UNDP’s Recovery Facility project in Mozambique . 
 

Duties and Responsibilities

Under the overall supervision of MRF programme manager and direct supervision of the Monitoring and Evaluation Specialist the staff will work closely with Livelihood and women economic empowerment Specialist, enterpirse recovery specialist and the Housing and Community Infrastructures team lead and communication and reporting Specialist on technical matters, the Data Associateis responsible for the day-to-day data management and generation of reports from the data platform of the programme. More specifically, the Data Associate will:

  1. Support the M&E Specialist in leading the data management of Recovery Facility in Activity Info Platform, Assist in the creation of reports, data aggregation  and data visualisation.
  2. Update the information on beneficiaries and places where activities are implemented;
  3. Monitor data collection through activity info platform, cleaning and analysis, and work with implementing partners as a focal point.
  4. Provide quality assurance of imported data in the activity info platform, working with relevant stakeholders.
  5. Validate data accuracy and support all reporting audits;
  6. Provide applied technical expertise on data storage structures, data mining, and data cleansing;
  7. Manage and design the analytical environment, including data sources, analytical models, security, and metadata;
  8. Conduct ad hoc capacity building. 
  9. Work on micro data entry and routine data cleaning/monitoring.
  10. Retroactively enter past beneficiaries’ data in Activity info Platform.
     

Under the over all supervision of MRF programme manager, the Data Associatewill be supervised by the M&E Specialist, and work closely with Livelihoods and Women Economic Empowerment specialist, Enterprise Recovery Specialist, the Community infrastructure team and communication specialist and will collaborate with other MRF and UNDP staff in Beira field Office, Pemba Sub-Office and Maputo Country Office.

Required Skills and Experience

 
Education:
  • Bachelor degree in Development studies, Social Sciences (International Development, International Relations etc.), Statistic, Geography, Disaster Risk Management, or related fields;
  • A combination of relevant academic background (at least a High School degree or equivalent) and certificate/diploma in Telecommunications, Information Technology, Computer Science, or another relevant field.  

Experience:

  • Minimum of 3 years of progressively responsible experience in data management; implementing development projects at provincial/district/community levels. 
  • Has Experience in Information Technology and Telecommunication Services or related field. 
  • Minimum of 6 years of progressively responsible experience with High School Degree or Equivalent certificate/diploma.

Required skills:

  • Minimum of 3 years of progressively responsible experience in Data management, Statistical Software, Information Technology and Telecommunication, Computer Sciences; Services or related field.  
  • Experience in disaster risk management and/or climate change adaptation interventions.
  • Experience working within the Government Institutions and or UN systems in Mozambique is an advantage.
  • Experience in humanitarian response and recovery operations is desirable.

Desired skills:

  • Qualifications and / certification and /or demonstrable experience in the following applications: Statistical Software.
  • Microsoft Office (advanced user certification of MS Access, MS Excel and MS Word desirable) and Lotus Notes are desirable.

Required Language(s):

  • Fluency in written and spoken English and Portuguese is required.  
  • Knowledge of local language (Sena, Emakhwa/Lomwe) is an asset. 

Professional Certificates

  • Telecommunications, Information Technology, Computer Science, Specialisation in disaster recover or similar technical areas.
