The provisions of the 2030 Agenda are reflected in strategic UN documents and national policy documents, such as the National Sustainable Development Strategy of the Republic of Belarus until 2035, state programs and plans. Effective implementation and promotion of the Sustainable Development Goals (SDGs) is key for accelerating the achievement of the 2030 Agenda. 

UNDP together with other UN agencies has been working with national partners to support the 2030 Agenda implementation in Belarus. The Joint Project “Support to the Efforts of the Republic of Belarus in Nationalization and Localization of the Sustainable Development Goals” shall support the efforts of the Republic of Belarus in nationalization and localization of the Sustainable Development Goals. The Joint Project envisages activities that:

  • support the national mechanism for achieving the SDGs; 
  • facilitate the process of incorporating the SDGs into the regional planning system; 
  • improve the system for collecting, monitoring and evaluating the SDG data.

The Project will be implemented through the Joint actions of four UN Agencies in Belarus – WHO, UNDP, UNICEF, and UNFPA. UNDP is appointed to act as the leading agency and is responsible for the coordination work within the Joint Project. 

In this context, UNDP is seeking a Thematic Coordinator on Regional Development. Working with the national partners, local authorities, relevant civil society organizations and in close coordination with the UN agencies, the Thematic Coordinator on Regional Development is primarily responsible for the successful implementation of the UNDP activities under the Component 2 “Facilitation of the development and implementation of the strategic SDG forecasting and planning documents and support achievement of the SDGs at the local level”.

Duties and Responsibilities

The Thematic Coordinator on Regional Development assumes responsibility for the successful implementation of UNDP activities under the Component 2 and will facilitate the development of the strategic SDG forecasting and planning documents and support achievement of the SDGs at the local level. He/she works under direct supervision of the Project Manager. 

Key Functions:

Support in the strategic vision and development of the Joint Project in terms of the Component 2 implementation and quality assurance:

  • Ensure implementation, delivery, and finalization of the UNDP activities and results of the Component  2 in accordance with the Joint Project Document, approved work plans and budgets, UNDP rules and procedures and national requirements and procedures.
  • Assume responsibility for meeting the targets set out in the agreed Joint Project annual work plans within the UNDP activities on Component 2, reporting on project funds and related record keeping on Component 2.
  • Contribute to the review of risks, lessons learnt, indicators, and other quality assurance factors in terms of the successful implementation of Component 2.
  • Contribute to adequate management of the project resources and monitor expenditures, commitments and balance of funds under the project budget lines within the UNDP activities of the Component 2, ensure that financial UNDP delivery targets set out in the agreed Joint Project annual work plans on the Component 2 are met.
  • Contribute to preparation of annual, quarterly, and detailed implementation work plans and reports, and other related documents for timely implementation of the whole Joint Project activities; 
  • Undertake other actions related to the Project implementation as requested by the Project Manager. 

Ensure implementation and thematic management of UNDP activities under Component 2:

  • Prepare Terms of Reference (ToR) for national and international consultants and subcontractors within the UNDP activities under the Component 2 following relevant UNDP procedures, contribute to the selection processes of Consultants or Contractors.
  • Guide, supervise, and coordinate the work of national and international consultants and legal entities, contracted within the Component 2, ensure compliance with the agreed JP work plan and respective ToR securing high quality of the results.
  • Prepare timely reports on Component 2, including progress and annual reports, as well as any ad-hoc reports.
  • Contribute to preparation of annual project reports (on Component 2) of the Joint Project, project implementation reports (on Component 2) for the donor, to the Implementing partner, MPTF as well as any other reports or updates.
  • Develop/support in development of necessary training materials and implementation guidelines for UNDP activities under the Component 2.
  • Contribute to the preparation of all necessary documents on the implementation of Component 2 for proper operational and financial closure of the Joint Project in line with the relevant UN, donor procedures as well as national regulations.
  • Organize and supervise conferences, workshops and trainings, other events within the UNDP activities under the Component 2 needed during the Joint Project implementation.
  • Prepare analytical notes, official outgoing letters, reference materials, prepare presentations, talking inputs, performances, related to the Component 2.

Organize calls for proposals of pilot SDGs initiatives for regional and local development:

  • Organize the process of preparation, implementation, monitoring and evaluation of the corresponding calls for proposal of pilot SDG initiatives (formation of relevant documentation and submission of documentation for approval of the Project Steering Committee or in accordance with another procedure, approved by the Project Steering Committee for approval of documentation).
  • Oversee the implementation of pilot SDG initiatives (check analytical reports, create and update the database of pilot SDG initiatives, ensure the collection of qualitative and quantitative indicators of the pilot SDG initiatives).
  • Develop and implement methods for funded pilot SDG initiatives impact assessing.
  • Ensure effective wide notification of interested parties about the announcement of the call for proposals of pilot SDG initiatives, as well as about other activities within Component 2.

Participate proactively in the partnership building:

  • Liaise with the national partners, local and regional authorities, civil society organizations and other relevant institutions in order to involve them in activities, leverage the capacities and achieve catalytic results under the Component 2;
  • Provide consultancy (individual consultations, seminars, trainings, etc.) to partners and project stakeholders if it is necessary.
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the Joint Project under the Component 2.
  • Participate proactively in joint communication, PR, and media activities, coordinate distribution of the Joint Project information related to Component 2. 
  • Maintain regular contact with the UNDP Country Office on the Component 2 implementation issues of their respective competence.

Institutional Arrangement 

The direct supervisor for the Thematic Coordinator on Regional Development is the Project Manager.

Required Skills and Experience

Education:
  • Master´s degree in the field of management, economics, law, administration, or any other related field.
  • Bachelor’s degree in related field in combination with 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
  • Minimum 2 years (with Bachelor's degree) of relevant professional work experience in the field of management, law, economics, administration, or any other related field is required. 
  • At least two (2) years of relevant work experience in preparation and implementation of calls for support or in monitoring and evaluation of initiatives will be an asset.
  • At least two (2) years of progressively responsible professional experience addressing the local development will be an asset.
  • At least two (2) years of experience in implementation of international technical assistance projects will be an asset.

Languages:

  • Native proficiency (or equivalent) in written and spoken Russian is required.
  • Working level of English is required.

Travel: 

Any travel (in Belarus and abroad) associated with performing the functions of the Thematic Coordinator on Regional Development will be payable by the Joint Project, UNDP as per the travel policy.
