Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. 

Under the direct supervision of the Head of Communication & IM Unit in the OCHA Mozambique – Cabo Delgado Sub-Office in Pemba, the National Information Management Officer will contribute to and assist the management and information dissemination capacities and supporting the overall humanitarian coordination, emergency preparedness and response in Mozambique through the national Inter-Cluster Coordination Group (ICCG). 

In particular, s/he will be supporting the Communication and Information Unit for the 2023 Humanitarian Response Plan for Mozambique to strengthen its information management and information dissemination capacity, ensuring that humanitarian partners, local and international media, policy makers and governmental and non-governmental actors have timely and relevant information on the humanitarian situation and response in the various affected parts of the country.   

Position Purpose 

Under the overall guidance and supervision of the Head of Communication and Information Management Unit in the OCHA Mozambique – in Maputo, Information Management Officer will contribute to and assist the management and information dissemination capacities, ensuring that humanitarian partners, local and international media, policy makers and governmental and non-governmental actors have timely and relevant information on the humanitarian situation and response in the various affected parts of the country.   

Key Duties and Accountabilities 

  • Data Management and Analysis. 
  • Document Management and Information Standards. 
  • Facilitation of knowledge building and knowledge sharing,
  • Digital Design Support. 

Ensure effective data management and analysis focusing on the achievement of the following results: 

 •            Supervise the collection of relevant information and data from key humanitarian partners, including Clusters, representatives of national governments, UN agencies, donors, local and international NGOs, in order to facilitate and maximize the exchange of information and data between humanitarian partners, and support the creation of appropriate information products for decision-making and humanitarian response.

•             Lead the collection and collation of baseline datasets. 

•             Compile and disseminate these, demographic, and vulnerability data, in different formats (including GIS). 

•             Analyze and interpret data and participate in the ongoing report preparation and dissemination. 

•             Acquire data from primary or secondary data sources and maintain databases/ data systems. 

•             Review and identify gaps on the existing information sharing system and facilitate the implementation of practical solutions to the gaps. 

•             Develop data collection tools, setup appropriate data collection methodologies, design and implement database systems for data management and analysis purposes 

•             Develop surveys, design data collection tools, and analysis of the survey results. 

Ensure effective Document Management and Information Standards focusing on the achievement of the following results: 

•             Coordinate maintenance of document-archiving systems, including managing system back-up, upgrades and migration, as needed, for digital archives databases. 

•             Provide training and advice to relevant staff on use of document archiving systems and the use of meta-data standards. 

•             Ensure the implementation, where appropriate, of OCHA standardized information management tools, including document management systems, databases, and standardized websites. 

•             Maintain databases based on existing templates (or develop if necessary, including user-friendly menu access and reports) to support humanitarian operations. 

•             Core databases include Who does What Where, Contacts, affected populations, CODs/FODs, photograph and map archives.  

Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results: 

 •            Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, and information provision. 

•             Organization of training for the OCHA staff and stakeholders on IM tools etc. 

•             Synthesis of lessons learned, and best practices directly linked to IM and ICT management. 

•             Sound contributions to knowledge networks and communities of practice. 

•             Preparation of briefing packs, updating map kiosk etc. 

Ensures effective digital designing support focusing on the achievement of the following results: 

 •            Creates and designs graphic elements and reports using OCHA standard styles and guides. 

•             Effectively represents information through graphical media, i.e, graphs, charts, presentations etc., using advanced designing programs, ensuring their attractiveness and effectiveness in communicating key messages. 

•             Maintains and improves the layouts of reporting and presentation templates using graphic design programs ensuring consistency in look and ease of navigation. 

•             Design and develop online interactive dashboards using tools such as Tableau and PowerBI etc. 

•             Facilitate staff's ability to use existing and emerging technology to achieve the organization's mission and objectives 

•             Support the management content on Humanitarian Response information, Humanitarian ID, Humanitarian Data Exchange (HDX) and other relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards. 

•             Support the production and update information products such as reports, charts, and infographics by turning data into graphical products to convey messages and storyline; develop advocacy materials including posters, presentations, and other visual materials. 

Requirements: 

Education 

•             Advanced University degree (Master’s degree or equivalent) in Information Management, information systems, GIS or related field or 

•             A First-level University degree in any of these fields, in combination with two additional years of qualifying work experience will be given due consideration in lieu of the Advanced University degree. 

•             Additional study related to technology for information management (e.g. GIS certification) is highly desirable. 

 Experience, Knowledge, and Skills 

•             A minimum of 2 years (with Bachelor’s degree) or up to 2 years (with Master’s degree) of progressively responsible experience in information management, information systems, data management, geographic information systems & mapping, and/or data visualization, is required. 

•             In-depth knowledge of industry-standard GIS and Graphics design software, including but not limited to Adobe Illustrator, ArcGIS, InDesign, Photoshop, and Tableau is required. Experience managing information in disaster response or complex emergency settings (preferably in a hardship Duty Station) is required. 

•             At least one year of experience working on humanitarian IM-related projects in Mozambique is desirable. 

•             Relevant experience within the UN system or an international organization is desirable.  Experience managing common operational datasets is desirable. 

•             Experience in working on Humanitarian Needs Overview (HNO) and Humanitarian Response  Plan (HRP) is desirable. 

•             Experience undertaking missions to support Information Management in areas/countries where populations affected by humanitarian crisis is desirable. 

•             Fluency in written and spoken English and Portuguese is required. Knowledge of one or more local languages is desirable.
