UNDP Uzbekistan has been operating in the country since 1993 and has cooperated with the Government on finding solutions to national development challenges. UNDP assistance in Uzbekistan focuses on two overall, inter-linked objectives; to support the Government in advancing economic and democratic reforms; and strengthening and fostering the participation of civil society in development processes at national and local levels. UNDP works in three thematic areas – inclusive and sustainable growth, inclusive and democratic governance, climate change and environment.

The UNDP Uzbekistan Country Office seeks to engage the services of a Project Manager/Analyst who will support Day-to-Day administration and management of the insurance/risk finance portfolio in the country as well as provide dedicated support (both technical and logistical) through the life of the Programme. The Project Manager/Analyst will work closely with national stakeholders and lead on the planning, implementation monitoring, evaluation and reporting. He/she will ensure implementation mechanisms such as a technical working groups are established and meet regularly and that that all planned activities are organized in a timely manner and that they meet expected quality standards. 

Duties and Responsibilities
 Project Manager/Analyst will work under the direct supervision of one of the UNDP Cluster Leader (Inclusive Growth, Environment and Climate Action and Effective Good Governance). Project Manager/Analyst will ensure smooth and timely delivery of operations in accordance with annual and quarterly work plans through performing the following duties and responsibilities:
 
Project planning and Management
  • Oversee the identification, selection and supervision of national consultants and experts, in close consultation with the UNDP Country Office and the national partners.
  • In consultation with the UNDP Country Office, donors, and national partners S/he will undertake the work- planning process. Shall ensure that the workplan and a fully costed budget are prepared in accordance with POPP/PPM Guidelines.
  • Supervise the work of national experts and coordinate with institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards.
  • Liaise with the Finance team to ensure administrative requirements and budgets are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
  • Organize all relevant project workshops in a consultative manner, involving a wide variety of Insurance and Risk Finance stakeholders, including the government, private sector, NGOs, donors and academia.
  • Ensure a timely identification of risks in implementation at the national level and communication to the UNDP SMT and the global IRFF team.
  • Support in resource mobilization efforts and project development.

Project administration

  • Timely and efficient projects administration according to plans and UNDP procedures:
  • Prepare all payment requests, financial record-keeping and preparation of financial reports required in line with both the National Implementation and Direct Implementation financial rules and procedures;
  • Maintain the budget and expenditure of projects within a portfolio, including formulation, revisions, and record keeping in Quantum, monthly status reports, and reporting and liaising with the  UNDP on budget matters;
  • Support updated project information in Quantum;
  • Support project audit and facilitate access by auditors to project documentation, personnel, and institutions involved in the project;
  • Support organization of HACT assurance activities, including spot checks and programme visits;
  • Regularly advise Implementing Partners or Responsible Partners on HACT related issues;
  • Initiate procurement actions for ICs, goods, works and services according to procurement plans;
  • Compile supporting documents for procurement processes and ensures that supporting documents are complete;
  • Create e-requisitions in Quantum to initiate procurement processes, ensures the accuracy of the COA of the e-req;
  • Facilitate the periodic asset, inventory and supplies verification.

Reporting/Communication/M&E

  • Signal any delays in national deliverables compared to the workplan to the UNDP Country Office 
  • Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the UNDP CO 
  • Update Country Risk Log and monitor UNDP SES Requirements
  • Prepare quarterly and Annual Progress Report
  • Develop workshop reports for the inception workshop and all technical workshops.
  • Develop briefing notes, case studies, press releases, web articles and other media products as required.
  • Assist with research and write and edit sections of technical reports as required.
  • Review all national level deliverables to ensure quality and consistency with the IRFF methodology.

Partnerships and Advocacy

  • Maintains constant and effective communication with key government partners, Country Coordinating Mechanism and where applicable, GF team and advocates UNDP’s value proposition;
  • Develops knowledge sharing cooperation;
  • Establishes and communicates with target groups.

Institutional Arrangement

The Project Manager/Analyst will work under the direct supervision and guidance of the UNDP Custer Lead. The        Project Manager/Analyst works in close collaboration with the national partners, project teams, operations, and Programme’s staff in the UNDP CO to exchange information and ensure consistent service delivery, and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the assigned tasks.

Required Skills and Experience: 
 
Education:

Master’s degree or equivalent in any of the following areas: business administration, economics, law, project management in the sphere of socio-economic development or related areas or Bachelor’s degree in the relevant field with additional 2 years of experience will be given due consideration in lieu of Master’s degree.

Experience:

Minimum 2 years with Master’s degree or 4 years with Bachelor’s degree of proven track experience in project implementation and management.
