Office/Unit/Project Description 

 

The United Nations Development Programme (UNDP) is the knowledge frontier organization for collective action to realize the Sustainable Development Goals (SDGs). UNDP established the Sustainable Finance Hub (SFH) in April 2019, aggregating UNDP's existing work and expertise on financing the SDGs. With a focus on Tax for the SDGs, the UNDP Tax for SDGs Initiative is managed by the Bureau for Policy and Programme Support (BPPS’s) Sustainable Finance Hub (SFH), with resource persons embedded in the SDG Finance Teams in Amman, Bangkok, Istanbul, Panama, and Pretoria. The UNDP Tax for SDGs Initiative has a particular emphasis on linking tax administration and tax and fiscal policies with the broader SDGs. Building on UNDP Country Office portfolios and already existing engagements with Ministries, UNDP will bring a stronger focus on the role of tax and fiscal policy in achieving Agenda 2030. 

 

To achieve this along with the various teams and work streams under the Sustainable Finance Hub (SFH), the UNDP Tax for SDGs Initiative is seeking a qualified Technical Expert- Extractives, Energy and Islamic Taxation to coordinate and contribute tax aspects to its portfolio of work on international financial accountability. The intended consulting position will analyse selected country’s public policy frameworks and taxation systems to understand current challenges and support with development of possible solutions with regard to Taxation and Extractive Industries, Energy Taxation and Taxation of Islamic Finance. The Technical Expert- Extractives, Energy and Islamic Taxation, will report to the Head of Tax for SDGs (Sustainable Finance Hub (SFH). 

 


 
Duties and Responsibilities

 

Scope of Work 

To coordinate and contribute tax aspects to the UNDP Tax for SDGs Initiative’s portfolio of work on Extractives, Energy and Islamic Taxation, etc.

 

Duties and Responsibilities

The Technical Expert- Extractives, Energy and Islamic Taxation will work within the UNDP Sustainable Finance Hub’s Tax Team to develop specific strategies and an integrated service offering to support countries to strengthen collection of taxes to finance Sustainable Development Goals, and/or help remove policy constraints and/or design better tax-related policies to support adoption and effective implementation of renewable energy solutions and Islamic Finance markets. 

 

 

A. Extractives:

  • Work with colleagues of UNDP’s Tax team and regional SDG Finance Advisors, to perform the technical assessments for SDG Taxation Frameworks related to Extractives (STF 17.1) within the Tax for SDGs project to support countries perform self-assessments to understand gaps in leveraging taxation policies to achieve the SDGs.
  • Implement the Tax for SDGs offer on Taxation of the Extractives Sector for SDGs. 
  • Execute the specified deliverables below within time budgets provided.

 

B. Energy Transition:

  • Work with colleagues of UNDP’s Tax team and regional SDG Finance Advisors, to perform the technical assessments for SDG Taxation Frameworks related to Energy Transition (STF 7) within the Tax for SDGs project to support countries perform self-assessments to understand gaps in leveraging taxation policies to achieve the SDGs.
  • Implement the Tax for SDGs offer on Taxation, Energy Sector and SDGs.

 

C. Islamic Finance Transactions:

  • Implement the Tax for SDGs offers on Taxation of Islamic Finance Transactions for SDGs. 

 

D. Outreach Engagement:

  • Contribute to the team’s communications efforts, including annual report, newsletters, videos, digital platforms engagement, amongst others.
  • Provide advisory support in preparation for project events, including Governing Board Meetings, Technical Advisory Board Meetings, International Conferences, Side-events, amongst others.
  • Represent the UNDP Tax for SDGs Initiative at international forums, conferences, events on international financial accountability, tax transparency, and integrity, anti - corruption, beneficial ownership of assets, etc., as required.
  • Perform other duties, as may be required by the Supervisor.

            

4.     Institutional Arrangement

  • The Technical Expert- Extractives, Energy and Islamic Taxation - IPSA 12 will be supervised by the Head of Tax for SDGs. 
  • Will liaise / interact / collaborate / meet with colleagues within the UNDP Tax for SDGs Initiative and broader Sustainable Finance Hub.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA
Min. Academic Education
  • Master’s degree or higher in Social Science, Economics, Finance, Environmental Sciences related fields
Min. years of relevant Work experience
  • At least 10 years of relevant professional experience as a practitioner on tax administration and/or relevant tax policy advisory experience for bilateral and/or international development organization.
  • Minimum 5 years’ experience with conceptualizing and developing internationally financed projects and programmes at national and regional/global levels.
Required Skills
  • Technical knowledge of key tax issues in the taxation of extractives, energy taxation and taxation of Islamic Finance.
  • Deep understanding of taxation issues in the extractive and energy industries, with specific knowledge of excise taxes, tariffs and incentive policies as well as ancillary industries.
Desired additional skills
  • Previous experience drafting and editing academic, or tax technical publications will be an advantage. 
  • Working experience in developing countries in at least two world regions. 
  • Working experience in an international organization is an advantage as is knowledge of UNDP policies, procedures, and practices.
  • Experience in direct project management and guiding project implementation and management in developing countries.
  • Demonstrable experience in working across different disciplines and connecting key tax issues with the sustainable development agenda.

 

Required Language(s) 
  • Excellent knowledge of the English language, with exceptional writing, presentation, and communication skills

a)   The position is home-based

b)   This position may entail some travel. Any travel that is required would be processed according to UNDP regulations.
