Functional Responsibilities
Under the direct supervision of the Project Manager, as well as the overall guidance of Head of Support Services, and Head of Programme as required, the HR Portfolio Associate delivers high-quality and effective HR services to respective UNHCR Europe Offices and Partner Personnel individually.
HR Portfolio Associate promotes a client, quality and results-oriented approach and works closely with Support Services teams and Project Management Office to ensure effective service delivery.
In particular, the HR Portfolio Associate will undertake following activities:
- Follow up and liaise with the Partnerships and Liaison Group (PLG) on Global Agreements on HR services, global partners, HR partner services specificities as well as partner benefits and entitlements, tools and templates
- Liaise with UNHCR Europe Offices on their (re)occurring needs regarding HR services and support further arrangements under the context of applicable Exchange of Letters (EoL)
- Review of legal documents such as Disbursement Agreements and related documents based on which Projects with respective offices are signed
- Provide advice on matrix of responsibilities (or any query raised by partner related with contracts, budgets, reporting, closures etc)
- Support preparation of expenditure forecasts and their inputs in system
- Review of expenditures and commitments, preparing variance analysis and support budget revisions with the partners
- Support activities relating to the PMM requirements and keeping records of documents in engagements
- Logging risk, lessons and issues on engagement and project levels
- Tracking project performance and discussing any future changes in project and commitments signed with UNOPS
- Taking part in the Quarterly Assurance meetings
- Support preparation of the output based reports at the end of the year
- Preparing closure plans and finalising year end closure with partners and UNOPS
- Supporting partner in any ad hoc request for example Audit related, HR , Planning, budget or any issue raised by ICA to UNHCR.
- Raising and discussing with PLG and IPAS HR issues outside of matrix of responsibilities
- Preparing ICA contracts for Partner, ensuring their approval and coordinating issuance with the BSSC Regular communication with the partners on day-to-day matters/activities
- Serve as reference point for any inquires of Partner Personnel ensuring timely and quality response
- Liaise with respective UNHCR Offices on contracts expiration and/or extensions
- Monthly payroll preparation and validation, coordinating with BSSC on payroll matters as required
- Coordinate with the Finance Unit for Monthly Finance Report/Invoice creation in oU
- Checking expenditures after payroll - to ensure amounts are posted correctly
- Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above, activities of HR Unit and/or those initiated to benefit efficient service delivery of RSMCO Support Services.
Education/Experience/Language requirements
Education
- Completion of Secondary education is required.
- First University Degree preferably in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is desirable.
Work Experience
- Minimum of six years of relevant experience in providing support in one or more of the following areas: project management, general HR, administration is required
- Knowledge of UN policies, procedures and practices highly desirable
- Experience in use of Enterprise Systems is desirable
Language Requirements
