Financial Coordinator

 

Main Purpose

Plan, centralize, coordinate and supervise the financial management and financial administration in the project (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial and administrative obligations, etc) according to/aligned with MSF policies and procedures in order to provide accurate, clear, timeliness and reliable financial information to the organization and third parties on the allocation of resources in the projects. Is also responsible for the implementation and efficiency of the internal control system.

 

Generic Job Accountabilities

This job description provides a framework for the main responsibilities and primary activities of the position, it is not all-encompassing. Therefore, the responsibilities and activities of the position may differ from those described in this job description due to organizational and operational needs. 

 

  • Is responsible to produce and coordinate the project’s annual financial budget, in the most accurate and realistic manner, together with budget holders and in coherence with the annual operational plan, to update this budget throughout the budget cycle, to ensure budget is relevant and proportionate, and to anticipate changes and challenges and plan accordingly.
  • Is responsible for the collection of information on resources and for translating them into a budget in cooperation with other CMT members.
  • Is responsible for supervising expenses vs. budget on a regular basis, to analyze variances, to decide on vital corrective actions together with CMT.
  • Is responsible to train & mentor all finance staff in the project in all aspects related to accounting, finance and budgeting, as well as make key executive staff such as coordinators, budget holders & and relevant managers aware of financial risks and the scope of their financial responsibilities.
  • Is responsible to ensure compliance with MSF policies and guidelines, adapt to (legal) context; craft relevant local policies, procedures and tools for optimized management of the project’s financial resources. Is responsible to provide insight on the fin/admin health of the project (for example by performing a yearly check).
  • Is responsible to coordinate and supervise local audits relating to accounting, tax, labour matters as well as promote internal audits, in order to determine the legality and veracity of the accounts of MSF's project. (Note: internal audits in OCA are prerogative of Control, and go beyond finance only, so project level would be Head of Mission level, not FinCo. This point links to the compliance to MSF policies and procedures. In this respect it is the responsibility of the FinCo to provide insight to the fin/admin health of a project).
  • Is responsible to coordinate and oversee the monthly and annual closing of the project accounts, making sure that the accounts accurately reflect the financial reality of the project.
  • Is responsible to ensure accurate management of balance accounts and oversee monthly preparation of an accurate and complete project Balance specification.

 

Candidate profile

  • Essential working experience of at least two years in relevant similar jobs in other NGO’s, or previous field experience with MSF in different contexts;
  • Essential two years’ experience in budget management;
  • Essential two years’ experience in team management;
  • Ability to supervise financial administration (e.g. bookkeeping, tax administration) and perform monitoring and control of standard accounting procedures;
  • Experience in supervising/managing, training and coaching;
  • Experience in bookkeeping, budgeting, financial planning and reporting;
  • Work or travel experience in developing countries;
  • Proficiency in both English and one of the following languages: French, Arabic or Spanish;
  • Ability to cope with stress and to organize and prioritize workload;
  • Ability to work in an international team;
  • Willingness to work in an unstable and insecure environment;
  • Availability of at least 12 months.

 

Strong Assets

  • Higher vocational level training in business administration;
  • Experience with financial guidelines used by institutions such as the European Community Humanitarian Office (ECHO);
  • Experience with a similar non-governmental organization abroad;
  • Accounting;
  • Good familiarity with Microsoft Word, proven Microsoft Excel skills;
  • Good familiarity with other software systems including databases (such as accrual-based accounting packages);
  • Please note that in some projects the roles of Financial Coordinator and Human Resources Coordinator are combined. Therefore, we are also looking for people who meet the requirements of both positions.
